Captain Weaver, a native of Kansas City, Missouri, entered the Naval Service on 1 July 1943. He attended the University of Minnesota in the Navy V-12 Program and was graduated and commissioned Ensign on 20 February 1946.

Following tours at the Naval Air Material Center Philadelphia and on USS WRIGHT, CVL-49, he entered flight training and was designated a Naval Aviator in February 1948. He reported to Fighter Squadron SIXTY THREE for duty in December of that year, deploying to Korea in the summer of 1950 on USS BOXER, CVA-20 in support of the Inchon Amphibious Landing conducted by UN forces. He subsequently completed three combat tours and was awarded the Air Medal (four awards) and the Navy Commendation Ribbon with Combat "V" (two awards).

Upon completion of General Line School, Captain Weaver served in Attack Squadron THIRTY-SIX and on the Staff, Commander in Chief, U.S. Atlantic Fleet. He subsequently served as Commanding Officer, Attack Squadron ONE NINETY TWO, and on USS CORAL SEA, CVA-43 where he participated in the Vietnam conflict from February 1965 through August 1965. He then reported to the Bureau of Naval Personnel and, in March 1968 to the Staff, Commander Carrier Division SIX as Operations Officer.

Following a tour as Commanding Officer, USS MISSISSENEWA, AO-144, he reported again to the Bureau of Naval Personnel where he served as Assistant Director for Officer Distribution/Aviation Captain Assignment Officer. In January 1973, Captain Weaver reported to the Office of the Chief of Naval Operation where he served as Director, Fleet Operations and Readiness, and Fleet Command Support Center Division until retirement on 1 September 1975.

Upon retirement from active Naval Service, Captain Weaver joined the U. S. Naval Sea Cadet Corps as Deputy Director in October 1975 and assumed the position of Executive Director in January 1978. He served in this capacity until April 1993. In June 1993 he assumed the duties as National President of the Board of Directors U.S. Naval Sea Cadet Corps and from June 1995 through July 1998 served as National Chairman Naval Sea Cadet Corps and Vice President for Youth of the Navy League of the United States. He has served as Chairman of the NSCC Advisory Committee from July 1998 until his death. Captain Weaver was awarded both the Secretary of the Navy's Distinguished Service Ribbon, as well as the Commandant U.S. Coast Guard's Distinguished Service Ribbon for his more than 20 years of service to youth through his work in the Sea Cadet Corps program.

Under Captain Weaver's leadership such notable changes to the Naval Sea Cadet Corps included; the creation of the Chief Petty Officer Rank, uniformed Instructors, Officer Professional Development, and many other contributions that effect the members of the NSCC to this day.

Captain Weaver is survived by four children: Patricia, Joan, Keith, Jr., and Martha plus several grandchildren. Burial will be in Arlington National Cemetery.
