FORWARD Young people's interest in the sea has been evident throughout American history. During the Revolutionary War era, many young men became famous as sea fighters and captains of warships before they were twenty; Commodore William Bainbridge, for example, commanded a "ship of the line" at age fifteen. The Navy League Cadet Corps recognizes this interest, and provides naval training to young people eager to learn the ways of the sea. Other maritime nations have conducted Sea Cadet training for several centuries, normally under the auspices of their Navy Leagues with the assistance of their naval services. In 1958, the Navy League of the United States and the Department of the Navy jointly inaugurated a similar program for American youth, the Naval Sea Cadet Corps, a program which offers nautically oriented training for selected and qualified young Americans, ages 13 through 17. At that time the Navy League established the Navy League Cadet Corps as a junior program to meet the needs of younger people, ages 11 to 14. Membership in either program is voluntary: enrollment in either Corps entails no obligation or commitment to become a member of the Armed Forces at any future date. These Regulations are a guide to adult leaders, cadets, and their families in conducting a program which develops character, self-discipline, and an appreciation of our American heritage by enabling American youth to learn the Naval virtues of personal neatness, loyalty, obedience, dependability, courtesy, and a sense of responsibility and thoughtfulness for one's shipmates. REGULATIONS These Regulations provide direction and guidance for the administration and operation of the Navy League Cadet Corps. All Navy League Cadet Corps personnel will comply with the articles and provisions as set forth, and with those articles and provisions of Naval Sea Cadet Corps Regulations, as indicated, which apply to the Navy League Cadet Corps.
