CHAPTER THREE The Navy League Cadet Section 1: Qualifications for Enrollment 0310 - Citizenship 0310.1 0311 - Age 0311.1 Cadet applicants must have reached their 11th but not their 14th birthday. Waivers to this policy must be submitted to the NSCC Executive Director. 0312 - Health 0312.1 Cadet applicants must complete the medical forms NSCADM 020, Record of Medical History. and NSCADM 021, Record of Medical Examination, respectively. They should be in good health and in such physical condition that they can fully participate in training activities. including strenuous physical activity. Other requirements are the absence of drug use, contagious disease, illness or history of injury that will or is likely to require medical care or restriction of participation during training exercise, particularly recruit training or other extended training. Special attention should be given to orthopedic and cardiovascular conditions or complaints. 0313 - Education 0313.1 Cadet applicants must be enrolled in school or in, an approved state administered home school program; and maintain satisfactory grades. School Administrators / Counselors will certify eligibility for enrollment on the application form. 0314 - Moral Character 0314.1 Cadets must posses and maintain a good moral reputation in the community. Section 2: Requirements for Continued Participation 0320 - Personal Decorum 0320.1 Cadets must demonstrate the virtues of loyalty obedience, dependability, courtesy, punctuality, and sense of responsibility and thoughtfulness for their shipmates. 0320.2 Cadets must maintain a neat and clean personal appearance. Uniforms, with NLCC insignia affixed, must be clean and worn with pride at all drills and other NLCC activities as required by the unit Commanding Officer. Section 3: Enrollment 0330 - Parent Guardian Interview 0330.1 The unit Commanding Officer or designated representative must personally interview the parents / guardians of each cadet applicant to ensure that all understand the aims and objectives of the NLCC Program, obligations of Navy League Cadets, and training opportunities 0330.2 Parents / guardians must sign the agreements on the application and standard release forms in the presence of a NSCC Officer before enrollment can be effected. 0330.3 Unit COs will ensure that the parents / guardians of each applicant understand the nature and coverage of the mandatory insurance program (NSCC Regulations, Chapter TWELVE). 0331 - Enrollment Fees 0331.1 The NSCC National Board of Directors establishes annual enrollment fees, including insurance costs. Enrollment is not complete, nor may applicants participate in unit activities, until fees are paid. 0331.2 Enrollment fees paid by cadets who subsequently drop from the program will not be refunded or transferred. 0331.3 Unit COs will record cadet enrollments on NSCADM 007, NSCC/NLCC Enrollment and Registration, and forward it with fees to NHQ. 0331.4 Cadet enrollment should be continuous. Except when granted Leave of Absence, the date of cadet re-enrollment will be the date of expiration for the previous enrollment. Date of re-enrollment for cadets granted Leaves of Absence will be the dates such leaves terminate (NSCC Regulations, Chapter TEN). 0332 - Promise of Navy League Cadets "I promise to serve God, honor our flag, abide by the Navy League Cadet Corps Regulations, carry out the orders of the officers appointed over me, and so conduct myself to be a credit to my Ship, the Navy League Cadet Corps, the Navy, and my country." Section 4: Transfer/Discharge of Navy League Cadets 0340 - Transfer 0340.1 Navy League Cadets may transfer to the NSCC upon reaching age 13, but no later than their 14th birthday. Unit COs will use the NSCADM 009, Record of Cadet Advancement. to effect such transfers. 0340.2 When NLCC cadets transfer from one unit to another, the transferring CO will forward the service record) to the receiving CO, and will note the transfer on the following Monthly Activity Report (NSCADM 002). 0340.3 When NLCC cadets transfer to NSCC the NSCC unit CO will forward to NHQ a NSCADM 007 (Enrollment and Registration Form) listing cadets and submit appropriate transfer or re-enrollment fees. 0341 - Discharge 0341.1 When circumstances preclude transfer to the NSCC, unit COs will discharge cadets no later than 31 December of the calendar year in which they reach age 14. 0341.2 Unit COs may discharge cadets for poor attendance, misconduct, lack of aptitude, or for other good causes 0341.3 Cadets may leave the program voluntarily at any time. 0341.4 Cadets who leave the program for any reason shall return all uniform articles, which are the property of the Ship / Company sponsoring organization, making payment for deficiencies as required. 0341.5 Cadets who advance to NLCC Able Cadet (LC-3) or higher will receive the NLCC Discharge Certificate (NSCADM 031) upon transfer to the NSCC or upon discharge, provided the discharge is not due to misconduct or lack; of motivation. 0341.6 Unit COs will list the cadets who transfer to the NSCC or who leave the program for other reasons, on the NSCADM 002, Monthly Activity Report, with the reason stated, and forward it with the NSCADM 009, Record of Cadet Advancement, to NHQ. Section 5: Regulations for Female Cadet Participation 0350 - Enrollment Requirements 0350.1 NLCC Training Ships / Companies will not enroll female cadets until NHQ approves a written request. favorably endorsed by the President of the sponsoring organization, from the unit CO, and until one or more female officers / enrolled instructors are attached to the unit. 0351 - Supervision 0351.1 Female cadets will not attend drills or other unit activities unless a female officer / enrolled instructor is present. 0352 - Training 0352.1 In general, female cadet training will be the same as that for males except where prudence and common sense dictate otherwise. |
