CHAPTER ONE

Objectives, Authority, and Definition

Section 1: Objectives of the Navy League Cadet Corps

    0110 - General

0110.1 The Navy League Cadet Corps is a voluntary organization whose objectives are to give young people ages 11 to 14 mental, moral, and physical training through naval and related instruction; to develop principles of patriotism and discipline; and to instill in them a sense of duty and respect for self and others.

Section 2: Authority to Make Regulations

    0120 - General

0120.1 Through executive agreement with the Navy League of the United States, the Naval Sea Cadet Corps is authorized to establish and administer regulations for the Navy League Cadet Corps.

0120.2 Navy League Cadet Corps Regulations, as established by the Naval Sea Cadet Corps, are the regulations and instructions for the administration and operation of the Corps. These regulations supplement NSCC Regulations; governing articles are indicated where applicable.

Section 3: Definitions

    0130 - General

0130.1 The following definitions apply to these regulations:

      a.
"NLCC" - Short title for Navy League Cadet Corps.
      b.
"NSCC" - Short title for Naval Sea Cadet Corps.
      c.
"NSCC National Board of Directors" - The governing body for the NSCC and NLCC (Chapter ONE, NSCC Regulations).
      d.
"NSCC Committee" - The committee appointed by the President of a Navy League Council or similar sponsoring organization with the responsibility for forming and administering a NSCC or NLCC unit (NSCC Regulations, Chapter SEVENTEEN).
      e.
"NLCC Training Ship" - A local unit of the NLCC sponsored by a Navy League Council, or similar approved organization, which trains separately from, but is affiliated with a nearby NSCC unit.
      f.
"NLCC Company" - NLCC cadets enrolled, trained, and administered as part of a Sea Cadet unit (NSCC Regulations, Chapter EIGHTEEN) where conditions preclude formation of a Training Ship.

Section 4: Unit Formation

    0140 - General

      0140.1 Unit formation is a two-step process:

      a.
The sponsoring organization requests and receives authorization to form a unit. NHQ approves and forwards a formation kit.
      b.
The sponsoring organization completes the formation process and requests permission to form the unit, forwarding requests for officer appointments and cadet enrollments along with the formation request. NHQ approval officially "forms" the unit.

0140.2 Support facilities and number of adult leaders permitting, a NLCC Training Ship may begin forming with five cadets. After one year the unit must increase to ten cadets and within two years it must have 15 cadets, the minimum required to form and commission a Training Ship.
