1. 2005 proved to be a good year in several areas. We did well in organizing and executing training, in getting federal funds, and in increasing the professionalism of the officer corps. Because of dedicated volunteers working tirelessly to improve the program for the cadets, we met several milestones. On the other hand, we did not grow in strength and ended the year down in enrollments for the second in a row. This downward trend is most disturbing, particularly since we have received federal funds to pay for most costs associated with the training of cadets in the summer. The relatively small cost to the cadet for summer training should be an excellent retention tool and an even better recruiting enticement. Yet our results say otherwise. We need to correct this to achieve and maintain strength goals, which will result in increased NSCC influence and prestige at Navy commands and elsewhere around the country.

2. The NSCC program is a positive motivator for thousands of cadets in the program. It is because of this influence that we receive funding from the government. The impact the NSCC has on enrolled cadets has no equal, is unique, and we want to continue this superb effort. Since we did not meet the growth goals for the previous two years, we have made growth the only goal for 2006. To this end, enclosure (1) is forwarded as the goals for the Naval Sea Cadet Corps for 2006.

3. Everyone is requested to work towards these goals for the coming year. We must regain the strength we had over two years ago. Membership means strength, prestige, and respect. We need these attributes to allow our cadets to make their mark in this world. Please give widest distribution of enclosure (1) to all in the chain of command.

4. NSCC Board members should influence those councils supporting our cadets and work to have those not involved with the NSCC to get involved.
