1. 2004 proved to be a good year in many respects and in others, not so good for the Naval Sea Cadet Corps! We continued to accomplish a great deal in many areas because of dedicated volunteers working tirelessly to improve the program for the cadets. On the other hand, we did not grow in strength and ended the year down significantly from our previous year. We need to correct this to achieve and maintain strength goals, which will result in increased influence and prestige at Navy commands and elsewhere around the country. As usual, you provide a positive 'force' for thousands of cadets in the program. I continue to receive numerous pieces of correspondence describing the good and the tremendous impact the NSCC has on enrolled cadets. The NSCC is unique and we want to continue your superb effort to be a positive influence on young adult lives. Since we did not meet the goals for 2004, we are repeating them for 2005. We must gain in strength to reach as many potential individuals as possible. To this end, enclosure (1) is forwarded as the goals for the Naval Sea Cadet Corps for 2005.

2. Like last year, we have given goals for each level in the chain of command. Growth is an all hands effort. With your continued superlative efforts and work, we can achieve success in 2005!

3. Commanding Officers and Regional Directors are requested once again to work towards these goals for the coming year. Please give widest distribution of enclosure (1) to all in the chain of command.

4. It is requested each member of the NSCC Board of Directors assist, where possible, unit commanding officers, Region Directors and NHQ Representatives in their efforts to recruit and retain members of the NSCC.
