1. A selection board, presided over by Mr. James R. Ward, Chairman of
the NSCC Advisory Council, met in closed session to select the 2004
Officer/Instructor/NSCC/NLCC Cadets of the Year. I am pleased to approve
the recommendations of the board and to announce the honored selectees as
