1. 2003 was a great year for the Naval Sea Cadet Corps! We accomplished a great deal because of dedicated volunteers working tirelessly to improve the program for the cadets. Each year we grow in strength, influence, and provide a positive 'anchor' for thousands
of cadets in the program. Weekly, I receive numerous letters describing the good and the tremendous impact the NSCC has on enrolled cadets. We want to continue this superb trend and continue to be an influence on young adult lives. To help achieve this,
enclosure (1) is forwarded as the goals for the Naval Sea Cadet Corps for 2004.

2. Please note we have given goals for each level in the chain of command. With your continued superlative efforts and work, we will achieve even more success in 2004!

3. Commanding Officers and Regional Directors are requested to work towards these
goals for the coming year. Please give widest distribution of enclosure (1) to all in the chain of command.
