1. Reference (a), (b) and (c) outline requirements for cadet advancement to Petty Officer First Class (PO1) and Chief Petty Officer (CPO). Chapter Three of reference (b) specifically addresses the requirements for advancement to these two rates. Included therein is the statement that these two rates require approval of the Executive Director for advancement. The authority for advancement to Petty Officer Third and Second Class is the unit commanding officer.

2. Reference (c), Chapter One, Paragraph H, indicates supporting documentation must be submitted when requesting advancement to PO1 and CPO. The supporting documentation requested is a copy of the cadet's NSC-19a. For advancement to CPO the addition of the CPO correspondence course letter and when and where the cadet attended POLA.
