1. In accordance with the provisions of reference (a) and (b), the NSCC Headquarters Representative, Pacific Southwest has had a change of individuals. After an extensive search to fill this very important position, Captain David R. Rannells has joined the "NSCC Team" as the Sea Cadets' Pacific Southwest Headquarters Representative relieving Captain Mike Kellard. Captain Rannells recently retired from the US Navy after 30 years distinguished service. His biography is at enclosure (1). Captain Rannels can be reached at: 4057 Martin Canyon Court 2. Effective 12 July 2000, Captain Rannells area of responsibility will include Region 11 and 12. All individuals included in the distribution of this letter are requested to join NHQ in welcoming Captain Rannells aboard "TEAM NSCC". We are looking forward to his experience and expertise in assisting the individuals and units in Region 11 and 12. He will be a great resource in running the NSCC program in California, Nevada, and Arizona. 3. All members of Region 11 and 12 are encouraged to wish Captain Mike Kellard "Fair Winds and Following Seas." Mike has done a fantastic job for the Sea Cadets in the time he has been aboard. He has made many new friends and has provided a steady hand in working with the units and individuals in the area. Fortunately, he has agreed to assist where he can as he departs to a new position with CINCPACFLT.
