MEMORANDUM
1. Purpose. This memorandum will provide guidance for the transfer of NLCC Cadets and their service records to an NSCC Cadet unit. 2. Background. In accordance with the Awards Manual, certain ribbons earned by NLCC cadets can be worn if and when the cadet transfers to the NSCC. The Naval Sea Cadet Corps Administrative Remarks for (NSC-19B) is the form used to record the ribbons. 3. Discussion. The NSC-19B is to be considered a permanent part of an NLCC cadet's record. Therefore if and when the cadet transfers to an NSCC unit, this form is available for review by the gaining unit commanding officer. This will eliminate the need for the gaining unit to spend time "reinventing the wheel." 4. Action. Please ensure this procedure s being followed within your unit and region.
