It is my pleasure to present you with a copy of our Naval Sea Cadet Corps 1999 Annual Report (enclosure (1)) covering our activities and accomplishments of this past year. Our success in attaining program educational goals, as reported in some detail, is due in large measure to your support which permitted us to enhance the quality of, and to broaden the training opportunities available to cadets.

As a partner with our cadets, I hope you will take pride in knowing that you are helping them in their transition from "teenager" to responsible young adults by instilling in each personal values and integrity. Most important, you have helped us to provide them a wholesome drug-, gang-, and alcohol-free alternative to the lifestyle engendered by substance abuse.

Our need for support continues. We must continue to expand the training of our adult volunteer leaders to better qualify them for the difficult task of effectively guiding and directing the young people in their charge. We must continue to broaden and diversity our training with the goal of providing each person with the opportunity to select a training program suited to his or her talents or interests. Finally, we must coninute to be able to provide financial assistance to cadets who could not otherwise afford to participate in, and realize the many benefits of our program. Your continued assistance in any or all of these areas is always welcome.
