1. This letter advertises the Korean Sea Cadet Foreign Exchange. Exchange opportunities with Australia, Bermuda, and the United Kingdom have already been advertised per ref (a). Formal promulgation of all opportunities (including re-iteration of this one) will be made via an information letter in late February 99. Timelines/action dates dictate early advertisement of all these opportunities. 2. Exchange information is as follows: KOREAN FOREIGN EXCHANGE- Dates: This exchange will occur during the last week of July and first week of August. It will be a 10 day event. Exact dates will be promulgated in late January. - General: The USNSCC is authorized to send 1 adult escort and up to 4 cadets. This exchange is called the International Youth Sea Festival and will be held in Seoul and Yosu City in the South Cholla Province, in the southern coastal region of the Korean Peninsula. About 100 cadets are expected to attend including Korean host cadets. The program is 10 days long - Training/Activities: The program for this exchange includes opening and closing ceremonies; joint sea training (rubber boating, canoeing, snorkeling); competitions (fin-kick race, canoe race); visiting and studying cultural sites and industrial facilities; cultural exchange by all participating countries; learning about Korea (includes Korean dance and music); and 3 day home stay. Detailed daily itinerary will be provided to participating cadets as soon as received from Korea. - Qualifications: Prerequisites are:
- Logistics: Cadets are responsible for their own air fare including taxes to and from Korea. Messing, berthing, and land tour costs are all paid for by the Sea Cadets of Korea. Participating cadets should bring their own personal spending money. Contact COTC/SEO before purchasing tickets. - Training Authorizations/Applications: Interested cadets are to CALL NHQ, CAPT (Ret) Henry Nyland, (703) 243-6910 AND ADVISE OF THEIR INTEREST AS SOON AS POSSIBLE. VERY IMPORTANT: NSCC NHQ must to respond to the Sea Explorers of Korea NLT 15 February with regard to our intentions to participate or not. If there is no adult escort and/or no cadet interest by 15 February, we will decline this opportunity. Application guidance will be subsequently provided to those cadets who express interest and want to participate; application forms will include a locally completed NSC-22, and a completed ISCA registration and indemnity and waiver form (2 forms) which NHQ will provide. Applications themselves will be due about 15 May. Late applications will be entertained based upon quota availability and Korean Sea Cadet concurrence. A passport sized photo is required to be affixed to one of the ISCA application forms and a passport will be required by the date of travel. If more than 4 cadets desire to apply, we will attempt to increase our quota allocation. Failing that a selection process will be employed to select the best qualified to represent our nation to the Korean Sea Explorers. - SEO/COTC: Please note that an adult escort is required for this training.
