Subj: Year 2000 Sea Cadet Foreign Exchanges with AUSTRALIA, BERMUDA and the UNITED KINGDOM onboard HMS Bristol

1. This letter advertises the Australia Sea Cadet Exchange, the Easter Bermuda Sea Cadet Exchange and the United Kingdom Sea Cadet Exchange onboard HMS Bristol. Formal promulgation of additional/remaining opportunities (including re-iteration of these) will be made via an information letter in late February. Australia, Bermuda and U.K. Bristol are being advertised now because timelines/action dates are earlier than the rest.

2. Exchange information and deadlines are as follow:

AUSTRALIA FOREIGN EXCHANGE

  • Dates: Arrive Friday 14 April in Perth Western Australia, depart after 1 PM 25 April.

  • General: The USNSCC is authorized to send 1 adult senior escort officer and 4 cadets to the Western Australia Annual Continuous Training Camp (ACT) and International Cadet Exchange, 15-25 April, 2000. Training will be at HMAS Stirling, Garden Island, Rockingham Western Australia. The ACT camp runs from 15 April through 22 April when cadets will be taken back to Metropolitan accommodation for sightseeing and participation in the annual Anzac Day Parade in Perth, prior to departure 25 April.

  • Training/Activities: Sailing and boat work, base and ship visits and tours, fire fighting drills, sporting and swimming activities, daily parades, cultural activities, sightseeing, wild life park visitations, and a local government reception are all included in the schedule.

  • Qualifications:

    • Must be 15 or older on or before the start of training
    • Must be E-3 or above
    • Recipient of the Cadet Citation Ribbon
    • Recommended by unit Commanding Officer

  • Logistics: Arrival and departure Perth. Travel is expensive; the Australian Sea Cadet Corps recommends consider "around the world ticketing" in that it is frequently cheaper, ie, London, Singapore, Perth, Los Angeles, New York, London or New York, Vancouver, Sydney, Perth, Singapore, London, New York. One way or the other. All cadets will be greeted upon arrival Perth. Cost of the exchange is about $68.00 for cadets, payable upon arrival. SEO wardroom fees are an extra $25.00. Extra tours, extended stay, personal items, etc. are at own expense. Travel insurance required. HMAS Stirling has full medical facilities, but full medical insurance is also required. Uniform requirements list will be provided to attending cadets. Passports required.

  • Training Authorizations/Applications: Submit training requests (NSC-22) directly to NHQ as early as possible.

    VERY IMPORTANT: Applications are to be received at NHQ by 24 February 1999. Selections will be made on 24 February. Australia has requested that all cadet attendee lists be provided not later than 25 February.

    Late applications will be entertained dependant upon quota availability and willingness of Australia to accept additional cadets. Notification of selection will be made by NHQ by issuance of orders, and those selected will be given additional information on other uniform/clothing items, an updated program of events, and other items of interest provided by Australia.

  • SEO/COTC: ALSO VERY, VERY IMPORTANT: SEA/COTC must be identified by the end of December or this exchange will not happen. This short lead time is regretted, however, this exchange must have an adult escort and the Australian hosts have asked for commitments not later than 31 December. (Personal from Capt Nyland: if adult and cadet interest is expressed after 31 December, I will still try to obtain quotas but acceptance will be purely subject to the wishes of the Australian Sea Cadet hosts).

  • ADDITIONAL NOTES: This exchange dependant upon quick identification of an adult escort. Call Capt Nyland, (703) 243-6910 if interested in escorting or participating as a cadet. Don't buy expensive tickets without confirming that this exchange will happen!

BERMUDA FOREIGN EXCHANGE

  • Dates: Arrive Wednesday, 19 April, depart Wednesday, 3 May

  • General: The USNSCC is authorized to send five (5) cadets (male or female) and one escort. Other countries participating include Bermuda, Canada, and the UK. Except for official functions and visits, most of the time will be spent in civilian clothes. Official visits will require Service Dress Whites (Jumpers - two sets) for males, and Summer Whites (2 sets) for females. Two sets of dungarees/utilities are required. Bermuda dresses somewhat more formally at night, so plan to bring the proper accessories. Temperature will be a blustery 72 degrees.

  • Training/Activities: Activities during the exchange will include historic tours, seasonal boating activities, cadet activities with local Sea Cadet units, and courtesy calls on a number of local dignitaries, including the governor.

  • Qualifications: Sea Cadets applying for this exchange must meet the following requirements:

    • Must be 16 or older on or before the start of training
    • Must be E-3 or above
    • Must not have participated in this exchange before
    • Recipient of the Cadet Citation Ribbon
    • Recommended by unit Commanding Officer

  • Logistics: NSCC personnel will travel to and from Bermuda at their own expense; government transportation is not available. Cadets must have in their possession either a passport or official birth certificate with raised seal in order to enter Bermuda (Cadets without either of these will be returned home). The main source of transportation is by moped, and participants will need approximately $184.00 to pay for rental cost for the two-week period. A $20.00 "exit tax" is also required. The Bermuda Sea Cadet Association will provide berthing, and almost all messing, at no cost. Bermuda is expensive, and it is recommended that cadets take $250.00 to pay for gifts and other purchases.

  • Training Authorizations/Applications: Submit training requests (NSC-22) directly to NHQ as early as possible.

    VERY IMPORTANT: Applications are to be received at NHQ by 24 February 1999. Selections will be made on 25 February.

    This early date is necessary to allow for early notification so that selectees have plenty of time to make flight arrangements. Late applications will be entertained dependant upon quota availability. Notification of selection will be made by NHQ by issuance of orders, and those selected will be given additional information on other uniform/clothing items, an updated program of events, and other items of interest provided by Bermuda.

UNITED KINGDOM
ONBOARD HMS BRISTOL

  • Dates: Arrive Thursday 20 July, depart Sunday 30 July

  • General: The USNSCC is authorized to send five (4) cadets (male or female) and one escort. All other International Sea Cadet Association countries have been invited to participate. This camp will be aboard the HMS Bristol, the only type 82, guided missile destroyer built and now the Naval Cadet Forces Accommodation Ship berthed at Whale Island, Portsmouth, Hampshire, England. Dress uniform is not required, working uniform/dungarees is required for work details and boating. Bring civilian sports and recreational clothing with strong and comfortable walking shoes or boots; dress civilian clothes for travel, tours, visits. COTC to amplify as required for all attendees.

  • Training/Activities: Boatwork, seamanship, full bore shooting, practical leadership tests, canoeing, fire drills, diving aptitude tests, small arms shooting, offshore sailing, dinghy sailing, and sea passages in off shore power craft will be scheduled. There will also be a two day camping expedition in the New Forrest, many sporting activities and competitions, and a summer farewell disco. All cadets will be fully integrated with one another. The program will be full with little time for sight seeing or cultural visits apart from those included in the schedule. An add on London visit of several days will be available if cadets and SEO/COTC desire. This can be arranged by the COTC, a modest additional cost will be levied for this visit.

  • Qualifications: Sea Cadets applying for this exchange must meet the following requirements:

    • Must be 16 or older on or before the start of training
    • Must be E-3 or above
    • Must not have participated in this exchange before
    • Recipient of the Cadet Citation Ribbon
    • Recommended by unit Commanding Officer
    • Be in good physical condition

  • Logistics: NSCC personnel will travel to and from Portsmouth England by commercial air at their own expense. Transportation between Portsmouth and the HMS Bristol will be provided. Cadets must have a valid passport in their possession before leaving the United States. Berthing is provided. The cost for the camp is approximately $100.00 (L60.00). It is recommended that cadets take at least $150.00 personal spending money to pay for personal gifts, souvenirs, and other personal items. Additional stay will cost more. COTC will assist in coordinating travel, arrangements can be made to collect and return visiting cadet parties in and out of London.

  • Training Authorizations/Applications: Submit training requests (NSC-22) directly to NHQ as early as possible; applications due not later than Friday 28 April. Preference will be given to those fully qualified cadets forwarding their applications by 28 April.

    Applications will continue to be entertained by NHQ up until 16 June 2000. Selections after 28 April will be on a first come first served basis. The 28 April date is necessary to allow for early notification so that selectees have plenty of time to make flight arrangements. Notification of selection will be made by NHQ by issuance of orders right after 28 April, and those selected will be given additional information on other uniform/clothing items, an updated program of events, and other items of interest as provided by the U.K.
