 8 April 1999 MEMORANDUM FOR THE DISTRIBUTION LIST
1. The purpose of this memorandum is to announce a change in the status of Headquarters Representatives in several Regions within the NSCC organization. 2. Budgetary conditions have resulted in a change in assignments of our Headquarters Representatives located in the West Coast Regions, The following changes are effective immediately: Region 11, 12. Captain Robert Goff, USNR (Ret), will continue to be the Headquarters Representative for these two areas Region 13, 14 and 15. Captain John S. Payne, USN (Ret), will assume
responsibilities as the NSCC Headquarters Representative for these areas. Captain Payne resides
in the Puget Sound area. His last several tours of duty were in the state of Washington,
including tours as CO, USS Carl Vinson (CVN-70),
CO, USS Sacramento
(AOE-1) and XO, USS Nimitz
(CVN-68). Captain Payne brings a wealth of experience to the NSCC organization and we
greatly look forward to his leadership in the west. Captain Payne's office phone is
