1. This letter is for your information. As the NSCC continues to grow, there is also growth in the opportunity for cadets to participate in the International Sea Cadet Association (ISCA) Foreign Exchange Program. As most of your are well aware, new opportunities for exchanges with Korea and Hong Kong were advertised this year. NSCC Information Letter 4-99 refers.

2. As we also know you are very well aware, these exchanges can be very costly, primarily due to transportation fees, and these costs dramatically limit the extent of Sea Cadet participation. We would like all cadets to have the same participation opportunities based upon merit rather than just affordability. To this end, NSCC LCDR Mike Campbell has initiated a fundraising campaign intended to create a source of fmancial support so that all cadets sometime in the near future will have equal opportunity for merit based participation, with less regard for costs.

3. Ref (a), a solicitation for donations in support of the Foreign Exchange program, has been mailed to 10,000 parties as the initial effort in launching this support program. The reason for this letter is to advise you that parents of cadets have been included in this initial mailing. Many cadets have benefited from the NSCC program, or the foreign exchange in particular, and hopefully a number of their parents may be in a position to express their appreciation through a modest donation.
