Subj: ESTABLISHMENT OF NAVY LEAGUE CADET CORPS UNITS

Ref: (a) Our Phonecon of 3 Feb 99

1. This is a follow up to our conversation of 3 February 1999, reference (a), wherein we discussed the establishment of Navy League Cadet Corps units in public schools.

2. The Navy League Cadet Corps is sponsored solely by the Navy League. The President of the NLUS has requested we reach out and provide more opportunities for the youth of America to become members of the Navy League Cadet Corps. The purpose of this is to reach youth at an earlier age and instill good personal core values in them before they are exposed to a less desirable way of life. We believe that by getting to youth early, we may be able to substantially influence more young adults who need some direction in their life. To this end we are soliciting your assistance.

3. As indicated in reference (a), we are proposing among other things, we establish Navy League Cadet Corps units in public middle schools. The age for the population base would be 11-13 year olds. We feel that if we can establish programs in schools that are near NJROTC Programs, we could both benefit. We would like to establish Navy League units near NJROTC high schools so that we would have support of school districts which are pro-Navy. Your Program would benefit from having "NJROTC feeder schools." Prospective students entering high school would already be familiar with the Navy and with a proven interest in NJROTC. We believe it would be a win-win situation for both the Navy League program and NJROTC program.

4. Over the past 18 months, The NSCC headquarters has received numerous inquiries from various schools concerning establishing NLCC units within their districts. These would be after school programs. Because of this, we have asked our Headquarters Representative to pursue establishing Navy League Cadet units in schools in their respective areas. The only action we ask of you is to alert your unit instructors to assist in identifying appropriate schools officials should a Navy League Cadet Corp member seek assistance.
