1. Foreign Exchange opportunities have already been advertised for Korea, Bermuda, and the United Kingdom onboard HMS Bristol. Details for those exchanges remain as promulgated. Opportunities continue to exist in all exchanges. This letter advertises the 1999 Foreign Exchange opportunity with the Hong Kong Sea Cadet Corps. It is the third letter from NHQ advertising foreign exchange opportunities for spring and summer 1999. Formal promulgation of additional/remaining opportunities (including re-iteration of this one and others already advertised) will be made via an information letter in late February. We fully expect additional exchange opportunities for Belgium, Sweden, Netherlands, Japan (one hosted by the Navy Memorial and another through the NSCC) and a second opportunity in the United Kingdom. We will also have Canada East and Canada West. This Hong Kong exchange opportunity is being advertised now (like Korea, Bermuda and U.K. Bristol) because timelines/action dates are earlier than the rest.

2. Details for this exchange are as follow:

  • 15-23 August 1999

  • Land and sea excursions, cultural exchange exercises, 2 days leadership training (a field campout exercise), fire fighting and sea survival. Exploration into the heart of the exotic city of Hong Kong will also be a part of the program.

  • Cadets are responsible for their own air fare costs to and from Hong Kong, as well as sight seeing transportation expenses, about 200 Hong Kong dollars ($30.00 U.S.).

3. This exchange is being advertised now because the exchange information has been provided ahead of the rest and deadlines are earlier. Please note the following:

  • NSCC NHQ is requested to respond to the Hong Kong Sea Cadet Corps NLT 13 March 1999 with regard to our intentions to participate or not. Quotas are 2 Officers and 4 Cadets.

  • Cadet prequisites are:

    • 15 years or older

    • E-3 or above

    • Awarded the NSCC Cadet Citation Ribbon

    • Recommended by Unit Commanding Officer

    • Be in good physical condition and able to swim 50 yards

    • Some knowledge of the Chinese language highly desirable but not required

4. Unit CO's are requested to advertise this opportunity among all cadets, and to call NHQ, Capt (Ret) Henry Nyland, (703) 243-6910 and advise of interested cadets so as to make the 13 March deadline. Please note that an adult escort will be required for this training. If no interest is shown by 13 March by any one, we will decline the opportunity. Application guidance will be subsequently provided to those cadets who express interest and want to participate; application forms will include a locally completed NSC-22, and other forms as required by the Hong Kong Sea Cadet Corps; NHQ will provide. Applications themselves will be due sometime after 13 March. A passport will be required by the date of travel. In the event more than 4 cadets desire to apply, we will attempt to increase our quota allocation. Failing that a selection process will be employed to select the best qualified to represent our nation to the Hong Kong Sea Cadet Corps.

5. NSCC insurance coverage information is as per refs (a) and (b). Cadets participating in organized Sea Cadet activities under orders, including exchange programs, are provided medical payment coverage, without regard to liability, for all reasonable medical expenses incurred by persons as a result of bodily injury. Coverage also includes bodily injury, property damage and personal injury caused to a third party arising out of the insured cadet's negligence. Specifics are as per the referenced Memo and Information Sheet.
