MEMORANDUM FOR DISTRIBUTION:

Subj: NAVY LEAGUE CADET OF THE YEAR

1. The Naval Sea Cadet Board of Directors has approved the Keith T. Weaver Navy League Cadet of the Year Award. This was previously announced in the most current issue of the Wash-O-Gram (Fall 98 Edition) and is being advertised with this memorandum to insure NSCC/NLCC units get their submissions in for this most prestigious award.

2. NHQ had anticipated the new NSCC/NLCC Awards Manual would be available to announce this award in time for units to submit their candidates to NSCC NHQ by 1 January. This will not be the case as we are now in the third edition of the re-writes and do not look forward to the manual being ready in time for the units to review the requirements. Accordingly, this memorandum provides sufficient details for the units to submit their recommendations.

3. The following instructions are applicable to the K. T. Weaver Award for the Navy League Cadet of the Year.

  • Units will submit their recommendations to the Regional Directors; the same as for the NSCC Cadet of the Year.

  • Regional Directors will select the NLCC Cadet of the Year at the same board which will select the Region's NSCC Cadet of the Year. Both recommended candidates will be submitted NSCC NHQ for consideration by the nationally convened Cadet of the Year Board.

  • The sumissions date for both the Region's NSCC/NLCC Cadets of the Year awards will be 1 January as stipulated in the NSCC Regulations.

  • Nominations should be submitted on the Cadet of the Year Form (NSCADM 006). A form is being developed but will not be ready in time to meet this year's requirements. Cadets shall be evaluated on the following:

    • Cadet rate attained

    • Number and types of training duty

    • NLCC Training Syllabus progress and completion

    • Contributions to the unit/region

    • Military bearing and appearance

    • Scholastic achievements

    • Outside activities

    • Awards received

    • Other attibutes considered significant by the unit Commanding Officer to include:

      • Initiative

      • Acceptance of Responsibility

      • Reliability

      • Speaking ability

4. The cadet selected "NLCC Cadet of the Year" shall be given an appropriate local ceremony and shall receive a gift from National NHQ.

5. This memorandum shall be given widest distribution and is cancelled 31 December 1998.
