1. We fully expect that in 1999 there will be foreign exchange opportunities with the United Kingdom, Sweden, Netherlands, Belgium, Bermuda, Canada, Japan, and Korea. Details will be developed in Dec 98 and Jan 99. Formal promulgation of all opportunities is expected in February 99.

2. At enclosure (1) is the foreign exchange opportunity with Korea. This exchange is being advertised now because the exchange information has been provided well ahead of the rest and deadlines are earlier. Please note the following:

  • NSCC NHQ is requested to respond to the Sea Explorers of Korea NLT 15 January with regard to our intentions to participate or not. Quotas are 1 Officer and 4 Cadets.

  • NSCC NHQ must provide names and forward applications by 15 March 1999.

  • Description and cost information is at encl (1).

  • Prequisites are:

    • 15 years or older

    • E-3 or above

    • Awarded the NSCC Cadet Citation Ribbon

    • Recommended by Unit Commanding Officer

    • Be in good physical condition

3. Unit CO's are requested to advertise this opportunity among all cadets, and to call NHQ, Capt (Ret) Henry Nyland, (703) 243-6910 and advise of interested cadets so as to make the 15 January deadline. Please note that an adult escort will be required for this training. If no interest is shown by 15 January by any one, we will decline the opportunity. Application guidance will be subsequently provided to those cadets who express interest and want to participate; application forms will include a locally completed NSC-22, and a completed TSCA registration and indemnity and waiver form (2 forms) which NHQ will provide. Applications themselves will be due not later than 15 March. A passport sized photo is required to be affixed to one of the ISCA application forms and a passport will be required by the date of travel. In the event more than 4 cadets desire to apply, we will attempt to increase our quota allocation. Failing that a selection process will be employed to select the best qualified to represent our nation to the Korean Sea Explorers.

4. NSCC insurance coverage information is as per refs (a) and (b). Cadets participating in organized Sea Cadet activities under orders, including exchange programs, are provided medical payment coverage, without regard to liability, for all reasonable medical expenses incurred by persons as a result of bodily injury. Coverage also includes bodily injury, property damage and personal injury caused to a third party arising out of the insured cadet's negligence. Specifics are as per the referenced Memo and Information Sheet.
