Letter of Promulgation This new medical reference is promulgated to update and clarify NSCC medical qualifications policy and procedures for the NLCC and the NSCC. It is a complete update of existing medical policy and procedures, is effective upon receipt, and is electronically posted on the NSCC website for all hands. All NSCC personnel are encouraged to ensure its’ availability to all current, and prospective, cadet parents and guardians. This manual compliments the NSCC/NLCC Administrative Manual, NSCC /NLCC Regulations, the Advancement and Training Manual and other instructions and guidelines as pertain. The NSCC is a volunteer program with limited resources and limited help, particularly medical support, but still offering cadets a variety of training opportunity unmatched by any other youth program. This manual recognizes these limitations with rather stringent cadet enrollment and program continuation requirements but attempts at the same time to support as many youth as possible. To do this, medical qualification for enrollment is established at a less stringent level than medical qualification for some of the training evolutions themselves where the Commanding Officer of the Training Contingent (COTC) establishes stricter medical qualification criteria. That stricter criteria is as published annually in the NSCC Summer Training Schedule. For all cadets however, the opportunity to train and meet advancement criteria is maintained via ample availability of widely varying training opportunities, with most having medical qualification the same as enrollment and continuation criteria. Any and all questions not addressed or clearly answered in this Manual are to be referred up the chain of command. NSCC Information Letter 9-94 is cancelled. Standards for physical fitness remain as promulgated via a separate NSCC Information Letter.
