Surplus Uniform Requests (NSCSUP 002)

Purpose: To explain new uniform request/issue policies.

 

Background: Space availability and access to surplus uniforms at the National Uniform Depot (NUD) has recently been significantly reduced. These changes have impacted the supply of surplus available for distribution to NSCC units. The following changes in U.S. Navy uniform policy have affected NSCC access to the uniform items indicated:

  • PT Gear – Since the Navy has changed the PT uniform the old style PT gear, blue shorts and white t-shirt, are no longer available. NSCC is not yet authorized access to the new style gear.
  • Utility Uniforms – The Navy has begun issuing the new Working Uniform at Great Lakes Recruit Training Center so the supply of old style “utilities” is severely reduced and not being replenished. NSCC is not yet authorized the new Working Uniform.
  • Summer White and Winter Blue Uniforms – The Navy has replaced these uniforms with the new year round black bottom and khaki shirt uniform. The Summer White and Winter Blue uniform inventories are severely reduced and not being replenished. NSCC is not yet authorized the new year round uniform.

In addition to new style uniforms being issued to Navy recruits, Great Lakes Recruiting Center has changed how the full uniform sea bag is issued to recruits. Until recently, the Navy issued a full set of uniforms to recruits upon their arrival at RTC. If they failed to complete any point of the recruit training cycle, the uniform from that recruit became available to the NSCC. This could be anytime from when the recruit got a full sea bag until final graduation from RTC. The policy of issuing a full sea bag up front has been changed. Currently, RTC Great Lakes issues the full uniform at various stages of a recruit’s completion of recruit training. At the beginning, the recruit only gets a minimal amount of work uniforms. They get the full sea bag at graduation. The result of uniforms being issued in stages is that the NSCC gets significantly less uniforms from those not completing boot camp.

The Navy is also holding monthly sales of used uniforms to sailors at Great Lakes. The limited supplies of re-cycled uniforms are being shared with re-sale efforts which further reduce the availability of uniforms to the NSCC Cadets.

Discussion: Because we have a greatly reduced amount of available uniforms at NUD, units will have to limit orders to quantities and sizes required to fit currently enrolled cadets in need of replacement or initial uniform issue.  NUD can no longer fill orders to replenish unit stock shelves.  Orders requesting several items in every size can not be filled. Only order sizes needed for personnel in the unit. NUD will not attempt to fill orders that indicate a unit is ordering more uniforms than they have cadets. All units need to be aware that extra small and small sizes are generally not available.  Larger sizes will have to be issued and tailored to fit.

Cancellation: This letter remains in effect until cancelled.
