1. Purpose. To advise all hands of the subject device, eligibility, and criteria for earning
the device, and other pertinent procedures concerning the device as outlined in reference (a).

2. Background. NSCC cadets attending the NSW curriculum are required to achieve the highest state of readiness for any NSCC summer training program. In recognition of the difficulty of completing the training, efforts have been made in the past to develop a breast device to denote a cadet's satisfactory completion of the course. Various unauthorized devices were developed and provided to NSCC cadets completing the training. NHQ or the Special Warfare Command never approved these devices. 

3 . Discussion. The UDT-SEAL Association, in conjunction with Naval Special Warfare Command, has recently approved a breast device for use by the NSCC. This device will be issued to those Cadets who successfully complete the NSW (SEAL) orientation course offered at Little Creek, VA or Okeechobee, FL. The following policy and procedures are applicable:

  1. The UDT-SEAL association has approved the retroactive distribution of the devices to graduates of the SEAL orientation course taught at NAB Little Creek, VA for 2000, 2001, and 20002 (Course SL-VA), and the NSW-Trident course (NSWOC) taught in Florida. Subsequent course curriculum must be either NSWOC, or NSWOC-MOD-1. (The MOD 1 course is available to COTCs from the Deputy Director, NSCC upon request).

  2. Any COTC wishing to use different orientation courses other than the NSWOC or MOD 1 Course are required to submit a complete proposed curriculum to the Association for approval. Course curriculum must, however, meet the minimum standards as outlined in the MOD-1 Course. The Association will review and forward these to NSCC NHQ.

  3. NSCC NHQ will provide to the UDT-SEAL association the pertinent information for master graduation database to be maintained by the UDT- SEAL Association. COTCs will be responsible for providing a copy of the eligible student lists to the association in a timely manner to ensure the devices are available for awarding to cadets. The association will provide the device to eligible cadets.

  4. The device is the sole property of the UDT-SEAL association. Copies, reproductions, variations, etc., of the device are not authorized for wear under any circumstances. Recipients will contact NHQ for instructions regarding replacement in the event of loss, theft, or damage.

  5. Cadets completing the courses not approved by the Association are not eligible for the award or the devices. The device is not authorized for SBU and SWCC course.

  6. Staff Cadets, officers, instructors, or midshipmen acting as either COTC. Or in the foregoing named positions are not eligible for the award.

  7. The device will be worn on the left breast, in the same manner as the NSCC pilots wings

4.  Cancellation. This letter is cancelled when the provisions constrained herein are incorporated into reference (b) and other existing publications and manuals.
