1.  This is the 2002 NSCC/NLCC Winter Training Schedule.  At
enclosure (1) are the dates and locations for 2002 winter training.
Locally arranged training authority orders, NSCTNG 003/004's, will be
used for all training and are to be submitted IAW directions provided
for training opportunities in this letter. For all training:

     ·      2002 Federal Funding support will not be available;
        guidelines for winter training will follow general training
        guidelines as previously promulgated ref (a).
     ·      $50.00 of the fee is not refundable for all two week
        evolutions.
     ·      $25.00 of the fee is not refundable for all one week
        evolutions.
     ·      COTC's are quota control for all training.  Unit CO's are to
        request quotas from COTC's or POC in advance of sending
        orders and fees.
     ·      Fees are to be sent with the NSCTNG 003 directly to the COTC
        or Point of Contact at the address provided.  COTC's will
        retain the fees for the conduct of the training and batch
        forward NSCTNG 003/004's to NHQ after training completion.
     ·      Cashier's check, or money order only, unless other wise
        specified.
     ·      Unit CO's ensure cadet preparation (including medical
        qualification) IAW refs (b) and (c).

2.  Additional general notes:  MOST IMPORTANT; YOU HAVE TO READ
THIS!  Training sites are military activities and access is
controlled, and varies IAW the particular area alert condition in
effect.  This training schedule is promulgated based on the alert
condition currently in effect (date of ltr), with the expectation
that alert conditions currently in effect will not change and base
access will still be allowed at the time of training.  However, this
can change in a moments notice, base access can be denied, or the
training location can be changed, or the training cancelled
entirely! 
     ·      For all training, Unit CO's must maintain liaison with the
        COTC right up to the last minute to ensure they and their
        cadets are aware of any last minute changes or cancellations.
     ·      For everybody, ensure point of contact information on
        applications is accurate, clear, and legible.
     ·      If flying, recommend fully refundable tickets AND double
        check with COTC's to ensure the training location is firm
        before booking. 

  a.  All cadets must be under orders.  Locally arranged Training
Authority NSCTNG 003/004 (Rev 3/01) is the form to be used.  Don't
forget to contact COTC's and get quotas/prior approval,  COTC's must
know that you're coming and how you're coming.

  b.  ID cards must be up to date through end of training requested. 
An expired ID card means that the insurance has also expired, and you
cannot train unless properly enrolled.

3. RECRUIT TRAINING:  The NSCC Recruit Training curriculum approved
by Recruit Training Command, Great Lakes, IL for NSCC use is 114
hours in length.  Of this 114 hours, 30 hours are dedicated to
physical fitness and company commander time and the remaining 84
hours are dedicated to 32 Navy RTC approved lessons.  Providing an
adequate winter recruit training over the Christmas holiday period
requires about 12 days, but is being squeezed into 11 for this
training period . This is why recruit training is scheduled 26
December through 5 January.  If cadets cannot attend the entire
period of training, wait for 2003 summer recruit training and do not
apply for this winter training.

4.  CBC PORT  HUENEME WINTER TRAINING AIRPORT INFORMATION:  For those
cadets who are traveling from out of state, make flight arrangements
into either LAX or BURBANK.  For California travelers, request use
Southwest into Burbank.  
  
     ·      Plan to arrive NLT 1100 AM to allow for transport to Port
        Hueneme for checkin.  Plan return flight to leave no earlier
        than 1500 PM.
     ·      Include additional $50 for cost of round trip shuttles.
     ·      For cadets/parents challenged with the above, it is possible
        to arrive a day early on Christmas Day……check with LT Venee
        Hetrick at veneeh@aol.com or 805 982-6174.
     ·      For all flying or using other public transportation, advise
        COTC or Lt. Hetrick of what the plans are so that your cadet
        can be taken care of.
