1. This is change one to the 2002 NSCC/NLCC summer training
schedule promulgated ref (a). It is made up of pen and ink changes to ref
(a), additional miscellaneous notes to be added to Section 18 of ref (a),
and a complete reprint of the summer training schedule itself. The
reprint at encl (1) is a complete update of encl (3) to ref (a).
ATTENTION ALL HANDS
BE REMINDED:
The NSCC Summer Training Schedule Information Letter 4-02 is posted on
the NSCC WEB Site at resources.seacadets.org
. At this site is the ORIGINAL information letter itself with all the
enclosures. Enclosure (3) is the training schedule as originally written
as of the date of the letter. This enclosure only gets updated when we
generate a complete rewrite of encl (3) and post the complete rewrite, as
we are doing now. Understand that it is completely accurate only at the
time it gets posted, and remains fully accurate only until someone phones
in another change. Most of the time it is NOT 100% up to date!
HOWEVER, change information as received does get immediately posted at
the section for Training and Advancement, under Training Schedules, at
2002 Summer Training, under the particular training (they are grouped by
type training). THIS IS WHERE YOU FIND THE MOST UP TO DATE INFORMATION FOR
A PARTICULAR TRAINING AND THIS IS WHERE YOU SHOULD GO TO FILL OUT YOUR
APPLICATION.
Phone numbers change, COTC's change, addresses where to send
applications change, etc. etc. It happens everyday. At National
Headquarters we take these daily changes and post them as they occur to
Training and Advancement at the section titled Training Schedules, 2002
Summer Training, under the particular training. SO THIS IS WHERE YOU NEED
TO GO FOR THE LATEST INFORMATION.
So here's how it works for you:
- You want to do summer training.
- You go to the Internet resources.seacadets.org.
- You click on NSCC Information Letter 4-02.
- You check out all the training guidelines, and review the encl (3)
training schedule to get the big picture of all that is available.
- You decide on a training.
- THEN…. AND THIS IS MOST IMPORTANT
- YOU GO BACK AND CLICK TRAINING AND ADVANCEMENT
- CLICK TRAINING SCHEDULES
- CLICK 2002 SUMMER TRAINING
- FIND AND CLICK YOUR PARTICULAR TRAINING
- Check for changes and or updates. The information here
supercedes that in encl (3) of the Info letter.
This is where any changes and/or the latest information is posted.
- Now you can complete the application.
ALSO BE REMINDED: ID cards must be current through the end of
training. So pull out your ID and look at it now! If your ID card
is expiring between now and the last day of your desired training, re-new
it first thing, then put in your request for training. We will not cut
orders for anyone whose record does not show that his or her ID will be
current through the end of training….It's an insurance thing and there
is no other way!
ANOTHER SPECIAL NOTE FOR ALL HANDS
NSCC Action Letter 6-00, para
1 (e) refers, as does the second bullet under para 9 of ref (a)
which is repeated again here….so you've heard this before. But it bears
repeating, particularly as summer approaches and training plans are
being made. This continues to be very important!
- For Local Training and other training not in this schedule. Sept
11, 2001 is not that far behind us. Most bases where we do our
training remain very sensitive to visitors, and continue to be very
focused on their particular base security measures. Where we have
regained access it is through good working relationships, trust, and
in many cases, site unique arrangements between our hosts and their
NSCC unit and their officers. Everyone must honor and respect these
arrangements, and the way you do it is through advance coordination
with the cognizant Regional Director. Para 1 (e) of NSCC
Action Letter 6-00 dtd 14 December 2000 refers and it is more
important now than ever. Don't go steaming full speed ahead
in uncharted waters! If you want to train at a site that is
not your normal site, check with the local NSCC personnel (the Regional
Director for that area) first. And if he or she advises that it is
not wise to go, don't go! This applies to locally arranged training,
and any other training not listed in this summer training schedule.
The San Diego area (Reg 11) including all homeported ships
is a prime example where security remains very tight and on top of
that every bunk for the entire summer is already accounted for both
ashore and afloat. And most of our other major Naval installations
share that same circumstance. So don't go unless the cognizant Regional
Director or Headquarters Representative has paved the way for you!
2. Action.
a. Remove and discard original encl (3) to ref (a) and replace it with
encl (1) to this letter. This is the newly revised summer training
schedule with all previous updates and changes incorporated. It is the
same as is now posted on the NSCC resources page at:
resources.seacadets.org or www.seacadets.org/resources.
General Training Guidelines, Coast Guard opportunities, and other notes
and reference information for this summer's training contained in the
original schedule, ref (a), at encls. (1) and (2) still apply.
b. Make the following pen and ink changes as below

Ref (a), encl (1), page 2, section 2, Application Procedures, last 4
lines: Change to read, " Use NSCTNG 001 (Rev 03/01) for cadets and
NSCTNG 002 (Rev 03/01) for officers. Copies are at TAB A. NSC Form NSCTNG…"

Ref (a), encl (1), page 4, section 3, Regional Assignments:

SOUTHEAST; ADM Farragut Military Academy, add dates "21 July-3
August."

MID COUNTRY; delete Fort Riley entry, replace with,
"Camp Dodge IA 14 July-27 July."

SOUTHWEST; Fort Huachuca
training is at Fort Huachuca! NO CHANGE (We thought we might have to
re-locate to Fort Carson, but that is not the case…RT training remains
as scheduled at Fort Huachuca).

Ref (a), encl (1), page 5, Section 4, last bullet on BMR. Change the
number of the BMR from 12018 to 14325. All else remains unchanged.

Ref (a), encl (1), page 9, Section 10, delete the entire entry,
"FOR SEABEE FIELD OPERATIONS AT MOHICAN STATE FOREST IN MANSFIELD,
OH." This training has been cancelled.

Ref (a), encl (1), page 12, Section 17, WEBSITES. Under NSCC
Advanced Training add: "For MU-VA: see www.cnet.navy.mil/som for
class information. Parents may communicate with their cadets at cadetmusicschool@aol.com while school is in session.
c. Additional general miscellaneous notes; add these to encl (1), ref
(a), Section 18, miscellaneous notes:

All training requests go to the COTC first along with deposit
monies, unless noted otherwise in the remarks section.

For NT-TX, AND ND-TX; this is NLCC Orientation and Advanced at JRB
Fort Worth, Training is dependent upon approval of our requests for
berthing. Berthing has not yet been approved/confirmed/arranged at this
location. Maintain liaison with COTC regarding status of this training.

For LC-TX, MA-TX, HG-TX, this and POLA, MAA, and Honor Guard at Fort
Sam Houston, TRAINING HAS BEEN CANCELLED FOR 2002 FOR LACK OF BERTHING. We
will try again in 2003.

For the FAA ground school, Section 9, there is a need for adult
escorts for this class, classes are in the training schedule at encl (3).
Escorting adults can take the instruction at minimal to no cost in return
for escorting duties. This is a great deal for any adult aspiring to fly!

Operations, Basic and Advanced Airman, and the International/Canada East

FOR THOSE TRAVELING VIA COMMERCIAL CARRIER: We follow the
recommendations of the Navy/Naval Reserve with regard to travel in uniform
or civilian clothes. Current recommendations are that service personnel
traveling via commercial carrier, travel in civilian clothes.
Accordingly, it is recommended that cadets as well, travel in civilian
clothes, if traveling via commercial carrier.

U.S. COAST GUARD TRAINING. Some of the very best training available
continues to be with the U.S. Coast Guard, and particularly aboard buoy
tenders. Buoy tenders in the major rivers of the U.S. have always welcomed
cadets, but these opportunities are as locally arranged. So…..Unit CO's
and cadets are encouraged to continue their already outstanding work with
local USCG assets to make local training with the USCG happen.
3. And please, remember and remind everyone it is the responsibility of
the parent and the unit to ensure all arrangements have been made to get
cadets to the training site. It is not the COTC responsibility to arrange
shuttles, van service, etc. to and from local airports distant from
training sites. Some COTC's have done this and they are to be applauded.
While they have gone above and beyond, you must remember, it is still not
their responsibility. Also appreciate that this service or consideration
even if the COTC desired, probably couldn't be accomplished at the larger
training evolutions, because of overwhelming logistical problems. So,
remember where the responsibility lies and plan accordingly.
