NSCC INFORMATION LETTER 11-00
1. Purpose. To encourage
Naval Sea Cadet, Navy League Cadet and Naval Sea Cadet Corps Officer participation in
national and local Red Ribbon Week 2000 ceremonies sponsored by the Department of Defense,
government agencies and local civil authorities in order to raise public awareness of the
dangers of drug abuse and promote prevention programs. 2. Background. Red Ribbon Week was
established in 1985 by the Virginia Federation of Parents and the Illinois Drug Education Alliance.
The red ribbon symbolizes a commitment to reduce the demand for and use of illicit drugs
in the community. It was inspired by the death of Special Agent Enrique S. Camarena, Drug
Enforcement Administration (DEA), who was murdered by drug traffickers in 1985. With the
support of anti-drug coalitions, the Red Ribbon Campaign was established as a national
event in 1988, with activities being held in the month of October. Since 1991 the
Department of Defense (DoD) has commemorated Red Ribbon Week to recognize the Department's
outreach to the nation's communities and encourage drug demand reduction activities by the
men and women of the Department of Defense. This commemoration has expanded to a national
effort to educate America's youth about a drug free lifestyle. 3. Discussion. The Naval Sea Cadet Corps
(NSCC) encourages participation by Cadets and Officers in Federal and local government
sponsored activities held in conjunction with Red Ribbon Week 2000. An open letter from
Ana Maria Salazar, Deputy Assistant Secretary of Defense for Drug Enforcement Policy and
Support, enclosure (1), is provided for substantiation of the official nature of Red
Ribbon Week activities. All members of the Naval Sea Cadet Corps are urged to attend and
participate in Red Ribbon Week activities nationwide, including DoD sponsored events.
Pentagon Red Ribbon observances will be held in Washington, DC during 23-25 October, 2000.
Active participation in a sponsored Red Ribbon Week activity will meet requirements for
the NSCC Citation Ribbon and meet the
community participation criteria for the Drug
Reduction Service Ribbon. 4. Cancellation. This letter is cancelled 31
December 2000
