NSCC INFORMATION LETTER 5-00 (CHANGE ONE)

From: Deputy Director, U. S. Naval Sea Cadet Corps
To: Distribution

Subj: 2000 NSCC/NLCC SUMMER TRAINING

Ref: (a) NSCC/NLCC Information Letter 5-00 dated 25 February 2000

1. This is Change 1 to ref (a) and is a pen and ink change to the 2000 NSCC/NLCC summer training plan. This change corrects some of the information previously promulgated and adds additional training information or opportunities. These changes have already been incorporated into the summer training schedule that is posted at:

Highlights of this change include:

  1. A pen and ink change to the cover letter expanding those sites requiring full payment with submission of the request for training. See paragraph 2.
  2. Additional miscellaneous notes under general training guidelines with regard to summer training and training administration. These notes are at paragraph 3 of this letter and should be posted at section 15 of encl (1) to ref (a).
  3. A pen and ink addition to Coast Guard opportunities, encl (2) of ref (a), to train with the Coast Guard Honor Guard at the Coast Guard Station, Alexandria, VA. This is at paragraph 4.
  4. Pen and ink changes and additions to the 2000 NSCC/NLCC Summer Training Schedule which is enclosure (3) to ref (a). Pen and ink changes are at paragraph 5 of this letter.

PLEASE NOTE: While this isn't a very lengthy change, it contains a lot of important information. There are address changes that impact where requests for training should be sent, and point of contact phone updates, as well as price adjustments for some evolutions. This change should be reviewed carefully, and all cadets advised of its' contents.

2. Make the following pen and ink change to page 1 of ref (a), second note in the first paragraph. Add the following additional training evolutions to the list that require full payment with the submission of the request for training.

  • Orientation training at Ft. Lewis
  • Master at Arms training at Naval Station, Everett
  • Basic airman training at Lakehurst
  • Orientation and Advanced at Lakehurst
  • Recruit training at Lakehurst

3. Add the following miscellaneous notes to Section 15 (on page 10), encl (1), to ref (a).

  • TAB A to encl (1), (page facing), this copy of the NSC-22 got printed with the back side blank. If using the NSC-22 (Rev 2/98), use one with the back side information printed.

  • ESCORTS. As always, adult escorts needed for all these training evolutions. Unit CO's are requested to please advertise these training opportunities and the need for escorts with their unit officers and instructors. Call the COTC if you can help, even if only for one week vice two. COTC's can use all the help they can get!

  • WHO CAN PARENTS CALL IN CASE OF EMERGENCY DURING TRAINING? If the COTC or training site cannot be called directly, call NHQ Capt Nyland (703) 243-6910. We maintain a list of phone numbers for training evolutions in process.

  • IF CADETS ARE HAVING PROBLEMS WITH BMR, AND CAN'T GET THE FIRST THREE CHAPTERS COMPLETED THROUGH NO FAULT OF THEIR OWN DUE TO ORDERING/GRADING PROBLEMS, THEY CAN STILL GO TO RECRUIT TRAINING. BMR 82043 is being updated with new BMR 12018. Cadets with the old BMR issued through CNET should complete it as soon as possible. When the cut off date for grading (not yet determined) is reached, there will be no grading beyond that. Grading for the new course will not start until fall. Some cadets may get caught in this transition, and we do not want to penalize them. They can still go to recruit training.

  • ASTHMA. NSCC rules say any history is disqualifying. We have checked with medical at CNRC and been informed this does not follow Navy policy and asthma history is not necessarily disqualifying for joining the Navy. For NSCC, if the cadet having the history did not have debilitating episodes to begin with (as in play induced wheezing for example), and has not had an episode for the last two or three years, and most importantly has a doctors or PA's confirmation of no current condition (no asthma medication or inhalers) and no indication to suspect the cadet would have any problems or require any special medical attention as a Sea Cadet doing Sea Cadet things, then the cadet is qualified for the NSCC program and training. (See Action Letter 6-00)

4. At encl (2) to ref (a), Coast Guard Training, the last page, page 8, add the following:
