Encl: (1) Revised encl (12) to ref (a) Hong Kong
(2) Revised encl (13) to ref (a) Belguim

1. This is change one to the 2000 NSCC Foreign Exchange Program training plan promulgated ref (a). It is in three parts:

  • an update of the Hong Kong Exchange opportunity,
  • an update of the Belgium Exchange opportunity
  • pen and ink corrections with additional notes as immediately follow in para 2.

2. The Hong Kong exchange update at encl (1) to this letter is a complete update of encl (12) to ref (a). Remove and discard encl (12) to ref (a) and replace it with encl (1) to this letter. The Belgium exchange update at encl (2) to this letter is a complete update of encl (13) to ref (a). Remove and discard encl (13) to ref (a) and replace it with encl (2) to this letter. Pen and ink changes are as follow.

  • Delete encl (14) from ref (a). This year there is no Navy Memorial Sponsored Japan Foreign Exchange opportunity.
  • Adjust entries in para 1 to ref (a) for Hong Kong, and Belgium to reflect dates and quotas as per encls (1) and (2).

3. Additional general notes are as follow:

  • For Canada West to Quadra, the plan is for cadets to fly to or otherwise arrive at Vancouver Airport Saturday morning 15 July and join up at the airport with the COTC at a point specified by the COTC. From this point US Sea Cadets will be transported by Canadian Sea Cadet Corps bus to Quadra. Return will be 30 July to Vancouver Airport. Flights home should be late afternoon, so as to allow plenty of time for busing back to Vancouver Airport. Applications are being accepted at this time, understanding that you must call COTC first and advise of your interest. When final details are confirmed, they will be published and cadets who have already applied will be advised of final details. We expect to finalize details not later than mid May.
  • Quotas:
    • A full complement of cadets with escorts visited Australia and Bermuda, and both exchanges are complete for 2000.
    • Quotas for UK Bristol, Netherlands, and Sweden have been filled.
    • For Canada East to Acadia 7 quotas filled and 8 left. For Canada West to Quadra 5 quotas filled and 7 left.
    • Still have quotas for Korea, UK with LCDR Farrow (FX-U2), and newly advertised Hong Kong and Belgium.
    • Quotas to join International and Canada East hosting in Norfolk, and Canada West hosting in Fort Lewis/Seattle are still available.
