1. This is the 1999 NSCC/NLCC Winter Training Schedule. At enclosure (1) are the dates and locations for 1999 winter training. NSC-22's are to be submitted IAW directions provided for training opportunities in this letter. For all training:

  • A $50.00 deposit is required.
  • The $50.00 deposit is to be sent with the NSC-22 directly to the COTC at the address provided. COTC's will retain the deposit and batch forward NSC-22's to NHQ for final approval and issuance of orders.
  • NHQ will send orders to the Unit CO for distribution to cadets. Unit CO's ensure cadet preparation (including medical qualification) IAW refs (a) and (b).
  • Balance of payment will be due to the COTC upon reporting for training; cash, cashiers check or money order; no personal or unit checks.

2. Additional general notes: a. Request for Training Authority NSC-22 (Rev 2/98) must be used. Requests using old forms will be returned. The Rev 2/98 edition has on the reverse side the authorization for release of information required by our NSCC insurance provider.

  • Across the back of the top of the NSC Form 22, add the following handwritten information if available:

b. ID cards must be up to date through end of training requested. An expired ID card means that the insurance has also expired, and we cannot issue orders.

3. FOR RECRUIT TRAINING: The NSCC Recruit Training curriculum approved by Recruit Training Command, Great Lakes, IL for NSCC use is 114 hours in length. Of this 114 hours, 30 hours are dedicated to physical fitness and company commander time and the remaining 84 hours are dedicated to 32 Navy RTC approved lessons. Winter RTC training represents a condensed version of the traditional 114 hour course.

  • The school break between Christmas and return to school on the Monday immediately following New Years was 9 days in 1997, 8 days in 1998, and this year in 1999 stands at only 7 days (noon on 26 Dec through noon on 2 Jan). Providing an adequate winter recruit training has become increasingly more difficult.
  • Because this year's break stands at only 7 days, and because of concerns regarding entry into the new millenium (Y2K), recruit training will only be offered in the state of California where year round schools uniquely preclude cadet attendance at regularly scheduled summer recruit training for the full two week curriculum. Additionally, the following caveats apply:

    • Only cadets who cannot attend regional summer recruit training may attend recruit winter training. Unit CO's to determine.

    • The requirement for completion of the first three chapters of the BMR is extended to completion of the entire BMR. We want cadets to have a head start for this training. Final determination as to whether or not cadets have the BMR knowledge (either by or commensurate with course completion) so as to be successful at this abbreviated recruit training, and to be successful at follow on advanced training, rests with the Unit CO. The Unit CO by his or her signature on the NSC 22 is confirming cadet BMR knowledge commensurate with BMR correspondence course completion. Short lead is recognized and regretted, units must extend every effort to ensure cadets get this preparatory training.

    • Cadets must be physically fit and have passed the physical fitness test prior to training.

4. This information letter is cancelled effective 31 January 2000.
