NSCC INFORMATION LETTER 11-99

1. Purpose. To advise all units and filed staff of NSCC Headquarters and Headquarters Representative personnel changes.

2. Background.

1. The Southwest NSCC Headquarters Representative position having cognizance over regions 11 and 12 has until recently been filled by CAPT Robert Goff, USNR (Ret). This September, CAPT Goff vacated that position to accept a job with another firm. We wish CAPT Goff success in all his future endeavors.
   
   
2. NSCC Headquarters has created a new position with Navy League funding to obtain federal funding to provide support for NSCC. The program will significantly reduce training costs for cadets, officers, instructors, and midshipmen.

3. Discussion.

1. Effective 1 September 1999, CAPT Michael Kellard, USNR (Ret) assumed duties as the newly assigned NSCC Field Representative for the Southwest Region. CAPT Kellard’s joins NSCC NHQ staff after completing a 30-year career as a TAR officer. His most recent assignment was at the Naval Air Pacific Command. Other recent assignments include serving as the CO for Naval Air Reserve Station at Point Mugu, CA; Staff Director for the Secretary of the Navy in Washington, DC; and Chief Staff Officer for the Commander, Reserve Patrol Wing Pacific, NAS Moffett Field, CA.
   
   
2. CAPT Stephen Barrett, USNR (Ret) joins NHQ staff as the NSCC Liaison for federal fundraising. He is a native of Dallas, TX and has served as a TAR officer for 30 years. CAPT Barrett retired in June 1999 following duty as CO of the Naval and Marine Corps Reserve Center in Washington, DC. Previously, he served at the Bureau of Naval Personnel and as Commander, Naval Reserve Readiness Command in Region 16.

4. Please welcome the two new additions to NHQ staff and give them the support and advice they need to be successful in their new assignments. Thank you.
