1999 UNITED STATES SEA CADET INTERNATIONAL EXCHANGE

AT D.C. and NORFOLK, VA

1. Dates. 11-24 July joining/departing D.C.; 13-23 July joining/departing Norfolk.

2. General. This program is designed as a fun program involving cadets from at least five countries. It provides U.S. cadets with an excellent opportunity to interact with cadets from other countries and be "goodwill ambassadors" for the United States. The program is designed to instill teamwork and understanding. Commanding Officers should encourage outstanding cadets to apply for this once in a lifetime opportunity to help escort cadets from other countries around the D.C. and Norfolk, Va. area .The program is hosted by the U.S. Naval Sea Cadet Corps and sponsored by Commander in Chief, U. S. Atlantic (CINCLANT) and the Navy Recruiting Command. The group of cadets and escorts will start and end the exchange in D.C., with most time spent in Norfolk. U.S. cadets may join either in D.C. or Norfolk. The countries scheduled to participate include Bermuda, Great Britain, The Netherlands, Belgium and the United States. Each country is allocated five cadets and one escort officer.

3. Training/Activities. The program is scheduled to start in Norfolk, VA on Tuesday 13 July. Cadets visiting will have arrived in the U.S. on the preceding Sunday and will have visited Washington D.C. prior to their arrival in Norfolk on 13 July. In D.C. they will stay at Andrews AFB. U.S. cadets may join at either location. The program includes training in damage control, confidence/physical fitness course, and other nautical oriented training. While in Norfolk, the group will tour various places, including an Aircraft Carrier (hopefully), possibly a Submarine, Destroyer, and other type ships as available. Other activities include visits to local nautical museums, tour of historical ships, harbor cruise and amusement parks (Busch Gardens, etc.), and the visit to Washington D.C.

5. Logistics/Cost. The cost of the training is $150, which includes messing, berthing, transportation and all tour costs. Berthing will be at Andrews Air Force Base and Camp Pendleton Army National Guard Base, located 2 or 3 miles from the Fleet Combat Training Center in Dam Neck, Va. The amount of personal spending money is up to the parents; however, $100 (minimum) is recommended. Early arrival on 13 July is requested for those cadets joining in Norfolk so that cadets can help in preparations for arrival of the main party from D.C.

6. Application Procedures. CALL COTC FIRST AND OBTAIN HIS APPROVAL. THEN SUBMIT NSC-22 APPLICATION DIRECTLY TO NHQ, DO NOT SEND TO COTC. SUBMIT $150 TO COTC/SENIOR ESCORT OFFICER UPON REPORTING. Applications for the International exchange must be received at NHQ not later than 1 June. Notification of selection or non-selection will be made by 2 June.
