Subj: CANCELLATION OF DRMO SCREENERS PROGRAM

Ref: Defense Logistics Agency Letter dtd 9 oct '98

1. Per reference above, we were notified that the contract between the Defense Logistics Agency and all Service Educational Activities (SEAs), which includes the NSCC, Boy Scouts etc., has been canceled.

2. Therefore, all authorizations to screen surplus DoD property are null and void effective 1 December 1998. No new screener's authorizations will be issued, nor will any approvals to secure surplus property be granted.

3. All surplus DoD property is being turned over to each of the individual 50 State Agencies for Surplus Property (SASP). At present these agencies do not have their guidelines established for the operation of their program regarding SEAs. The little that we do know is that a service charge will be required ranging anywhere from 10% to 60% of the dollar amount of the acquisition total. This fee must be paid in advance via check or credit card. There are no cash sales.

4. We are attempting to ascertain what the guidelines are for SEAs and whether our organization will apply for participation in these programs. As soon as we have solid information on the requirements we will notify the field.

5. Effective 1 December 1998 the DRMO Manual and Chapter 14, Section 4 of the NSCC Regulations are canceled.
