NSCC INFORMATION LETTER 5-98 (CHANGE THREE)

1. This is Change Three to the 1998 NSCC/NLCC summer training plan promulgated ref (a). This change is a pen and ink change and is to be applied to Change Two of 7 May, which was a complete reprint of the summer training schedule. This change also includes shipboard opportunities as of the date of this change. Notes and reference information for this summer's training contained in the original schedule, ref (a), and in changes one and two, refs (b) and (c) still apply. Highlights of this change include:

    a. Pen and ink changes to the 1998 NSCC/NLCC Summer Training Schedule. These pen and ink changes are to be applied to the Change Two rewrite promulgated as ref (c). Pen and ink changes are at paragraph 2 of this letter.

    b. Additional training opportunities, shipboard and Coast Guard. They are at paragraph 3 of this letter.

    c. Additional general notes with regard to summer training and training administration. They are at paragraph 4.

3. Additional training opportunities, shipboard and Coast Guard. Our nations maintenance of a Foreign Policy of continued Forward Presence through multiple deployed Battle Groups and Amphibious Ready Groups at a time when downsizing and ship decommissionings continue, has significantly limited Sea Cadet as well as all other youth group opportunities for USN shipboard training this summer. Following are the only two USN East Coast shipboard opportunities expected this summer that will be advertised by NHQ. West Coast opportunities have yet to be promulgated and are expected to be limited as well. When known and if available, they will be promulgated by letter. An expanded Coast Guard opportunity also follows.

a. Commanding Officers are reminded that these are fleet assets with schedules that are subject to last minute changes based upon operational requirements. In addition to orders, cadets will be provided with specific ship information to allow last minute confirmation that the ship will be pier side as expected upon cadet arrival. One male and one female escort officer is required for each of these training opportunities. Cadets and parents must be advised that these training opportunities are NOT guaranteed. They are subject to cancellation right up to the last minute. Advise cadets andparents not to purchase non-refundable airline tickets, or otherwise lock themselves into the schedule shown below.

b. All Cadets must have completed Recruit Training and must be at least 15 years old (absolutely NO exceptions to either requirement). NSC-22s are to be submitted based on the information in this letter, use the training code indicated below. NSC-22s are to be submitted to NHQ, and I will be the overall POC for this training. Also, remind everyone it is the Cadet's responsibility to get to/from the pier; i.e, the ship CANNOT be expected to provide pick up service at the airport, bus depot, etc. It is the cadets responsibility to report to the ship pier side. Cost will be approximately $8.00 a day for messing.

d. Expanded Coast Guard Opportunity. The Coast Guard Bouy Tender, Redwood, out of the Coast Guard Station, Philadelphia, has two week training availabilities (TWT) For two male cadets for each of the following dates: 19-31 July, 2-14 Aug, and 16-28 Aug. Total cost is approximately $8.00 a day for meals. Same criteria as shipboard above. Point of contact and COTC for this training is SCPO Don Wiener at (302) 239-4952. He will be at this number the week of 6 July. From 12 July through 25 July he may be reached at NSCC Recruit training at Lakehurst at (302) 633-0502. Call him first for details and initial approval. if approved, send NSC-22 to NHQ; NHQ will confirm approval with SCPO Wiener, and cut orders. Training code is CS-RW for 19-31 July. For 2-14 Aug the training code is CS-RI and for 16-28 Aug it is CS-R2.

4. Additional general notes.

a. Please, remember and remind everyone it is the responsibility of the parent and the unit to ensure all arrangements have been made to get cadets to the training site. It is not the COTC responsibility to arrange shuttles, van service, etc. to and from local airports distant from training sites. Some COTC's have done this and they are to be applauded; while they have gone above and beyond, you must understand, it is still not their responsibility. So, remember where the responsibility lies and plan accordingly. Even though this is on the NSC-22, it deserves re-emphasis.

b. Summer is upon us and we have issued approximately 3500 sets of orders as of this date. Many training evolutions have no quotas remaining. Please call us as you prepare your NSC 22's. We can quickly and easily confirm for you whether or not quotas remain.

c. Escorts. We continue to need adult escorts for many of this summers training evolutions. The most urgent shortages are as follows:

  • Female escorts for Basic Airman and Medical, Jacksonville, 12 July.
  • Male and female escorts for recruit training, Ft Benning, 12 July.
  • Female escorts for Basic and Advanced Airman, Norfolk, 12 July.
  • Male or female escorts for Canada East in Norfolk, hosting visiting Canadian Sea Cadets, 19 July. Looking for Norfolk area escorts.
  • Female escort for Music School, Norfolk, 2 August
  • Female escorts for Navy League Orientation, at McDill, Florida, 19 July.
  • Female escorts for Port Operations, Kings Bay, 2 August.

This is where your help is most needed! Please coordinate directly with COTC's as listed in the Summer Training Schedule, and send us your 22's.
