NSCC INFORMATION LETTER 5-98 (CHANGE TWO)
1. This is change two to the 1998 NSCC/NLCC summer training plan promulgated ref (a). This change is at encl (1) and is a complete update and reprint of encl (1) to ref (a). All of change one pen and ink changes from ref (b) have been incorporated into this update. However, notes and reference information for this summer's training contained in the original schedule, ref (a), and also those additional notes and the Coast Guard Statement of Understanding, added in change one, ref (b), still apply. 2. Additional general notes with regard to summer training and training administration immediately follow. (a) Request for Training Authority NSC-22 (Rev 2/98). Everyone must use the REV 2/98 form! Thank you everyone for your help on this. We are now receiving just about all NSC-22's using the Rev 2/98 form. (b) ID cards must be up to date through end of training requested. You should have seen the flyers by now. They ask everyone to check their ID cards to make sure they do not expire prior to the end of training. An expired ID card means that the insurance has also expired, and we cannot issue orders. We are still receiving many, many NSC-22's for personnel who have not first ensured their ID card (and insurance coverage) is good through the end of the training period requested. Please take this on and spread the word again. We cannot approve NSC-22's unless ID cards are up to date and good through end of training. Your continuing support is requested. (c) We are receiving NSC-22's for training where COTC approval has not been obtained as required under the remarks section of the training schedule. Most of these are for staff cadet positions. We are not processing these NSC-22's where COTC approval or deposit funds are needed but have not been obtained. These are either returned to the cadet or the COTC depending upon the circumstance. This is a first come, first serve system and those NSC-22's which are properly completed get processed first. To ensure you don't loose your training opportunity, please read the fine print so that your submission is correct the first time. (d) NSC-22 submissions. NSC-22's for summer training this year are being submitted earlier and your support is appreciated. For everyone's information the following list shows the number of cadets starting training on the dates indicated.
This is also our order cutting load, and does not include the approximately 800 escorts and staff cadets. At NHQ, one person is assigned to cut orders, assisted by one other when orders start to pile up. This is why we ask for submission of NSC-22's as early as possible. Help us help you by not waiting until the last minute. Also understand that COTC's can't do their job unless we tell them in a timely fashion who's attending their training evolution. To do this we need to provide lists of attendees approximately two to three weeks out (and that's at the latest). All this means you need to have your NSC-22 to HQ, THAT IS TO HQ, AT LEAST THREE TO FOUR WEEKS AHEAD OF TRAINING. Please make this your target! (e) Food Prices. Except for a la carte and food bar presentation, the rates remain at $1.20, $2.40, and $2.40. Copies of the COMNAVSUPSYSCOM message have been provided to COTC's. (f) Escort duty to count for more credit during inspections. We addressed this in change one. That change to the Annual Inspection/Evaluation report has been made. The impact is that greater credit will be given for escort duty in your next inspection cycle. See Action Letter 7-98. (g) Shipboard training. We have requested through CNRC, East and West Coast availabilities. We are still waiting. They will be published and promulgated as soon as known. (h) Please, remember and remind everyone it is the responsibility of the parent and the unit to ensure all arrangements have been made to get cadets to the training site. It is not the COTC responsibility to arrange shuttles, van service, etc. to and from local airports distant from training sites. Some COTC's have done this and they are to be applauded; while they have gone above and beyond, you must remember, it is still not their responsibility. Also appreciate that this service or consideration even if the COTC desired, probably couldn't be accomplished at the larger training evolutions, because of overwhelming logistical problems. So, remember where the responsibility lies and plan accordingly. Even though this is on the NSC-22, it deserves re-emphasis.
