NSCC INFORMATION LETTER 5-98 (CHANGE ONE)

1. This is a pen and ink change to the 1998 NSCC/NLCC summer training plan promulgated ref (a). Highlights of this change include:

    (a). Pen and ink changes to the 1998 NSCC/NLCC Summer Training Schedule which was enclosure (l) to ref (a), previously distributed. Pen and ink changes are at paragraph 2 of this letter.

    (b). Additional requirement for the completion of a "Statement of Understanding For Coast Guard Training", encl (1) to this letter. All unit COs having cadets electing to participate in Coast Guard training as advertised in end (5) to ref (a), are required to ensure completion of this form following the instructions on the form.

    (c). Additional general notes with regard to summer training and training administration. They are at paragraph 3 of this letter.

2. Make the following pen and ink changes to encl (1) of ref (a):

    (a). Corrections to and/or additional information for currently scheduled summer training evolutions.

      (1) pg 1, AMPHIBIOUS TRNG:

        - Code AO-CA at NAB CORONADO: add cost $100.00, start 7/26/98, end 8/1/98, days 7, cadet M 22 F 8, officer M 3 F 1, under remarks delete pending.

      (2) pg 5, AVIATION GRD PROGRAM:

        - Code FA-WA at FT LEWIS: change cadet and officer, M and F numbers to read 28 22 4 2 vice 60 30 10 5.

3. Additional general notes.

    (a). Request for Training Authority NSC-22 (Rev 2/98). Everyone must use the REV 2/98 form! Again, it is: NSC-22 (Rev 2/98), NSC-22 (Rev 2/98), NSC-22 (Rev) 2/98). We are receiving requests using the old forms and are having to return them. Due to insurance reasons we can only process the Rev 2/98 edition which has on the reverse side the authorization for release of information as required by our and your NSCC insurance provider.

    (b). Qualifications for wear of appurtenances. All are reminded that the requirement for wear of appurtenances is the successful completion of training. Having simply attended training is not enough; participants must successfully meet all course requirements and that means passing tests, meeting standards, or achieving prescribed expectations of the course, whatever they may be.

    (c). ID cards must be up to date through end of training requested. You should have seen the flyers by now. They ask everyone to check their ID cards to make sure they do not expire prior to the end of training. As expired ID card means that the insurance has also expired, and we cannot issue orders.

    (d). A reminder to all hands, don't send checks to HQ unless specifically instructed to do so in the training guidance. Currently checks are to be forwarded to HQ only for Canada East and West, and for Leadership Academy training at MCRDs with the Young Marines.

    (e). COTC guidance coming in the next couple of weeks. As happened last year, we will again this year send a separate letter to each and every COTC providing a summary of some of the actions to be considered prior to, during, and following training. All is covered in the Escort Officers Handbook; this letter is just a condensation of some of that information along with observations from HQ which we offer as being potentially helpful to COTCs. COTCs look for it in the near future.

    (f). Food Prices. The last Wash-O-Gram spoke to increases in meal rates to $1.60, $3.20, and $3.20. That information is in error! Several Galleys informed us of these new meal rates and attempted to charge accordingly. Those attempts led us to address those rates in the Wash-O-Gram as a heads up to you, however, when we contacted DOD, and COMNAVSUPSYSCOM, we subsequently confirmed that for 1998 there was no increase. Except for a la carte and food bar presentation the rates remain at $1.20, $2.40, and $2.40. Copies of that message will be provided to COTCs in the COTC guidance.

    (g). Foreign Exchange. Remember to check the requirements in our letter of 18 February 1998; generally 16 years old, E-3 or above, and cadet citation ribbon.

    (h). Alternate Uniforms. Policy and guidance remains as directed in NSCC Regulations Manual, Section 0733.2 and as discussed in NSCC Action Letter 10-97.

    (i). Heads Up! Escort duty to count for more credit during inspections. A change to the Annual Inspection/Evaluation report is in process. The impact is that greater credit will be given for escort duty in our next inspection cycle. An action letter addressing this change should be mailed before the end of April. Look for it.

    (j). At end (1) is a statement of understanding for Coast Guard training which must be completed by all cadets, the unit CO, and the cadets parent or guardian, as part of the application process for training with the Coast Guard. It is self explanatory and intended to compliment those guidelines already promulgated to ensure the safety and well being of cadets during summer training.

    (k). Shipboard training. We have requested through CNRC, East and West Coast availabilities. Last year we didn't get them until very early June, this year we hope to have them earlier. They will be published and promulgated as soon as known.
