INTRODUCTIONThe NSCC/NLCC summer training program introduces cadets to the daily routines aboard Navy and Coast Guard facilities. The training helps the cadets develop team concept and provides them with classroom skills and practical (hands on) training in service specialties of their choice which help satisfy the requirements for their advancement in rate. Each year more than 5,000 NSCC and NLCC cadets attend recruit and advanced training programs ashore, afloat, and overseas; the majority during the summer months. NSCC officers, midshipmen and instructors provide escort staffs and serve as advisors to commanding officers of ships and stations hosting training. This handbook summarizes NSCC regulations, current practices, procedures, and policies regarding cadet training, with a focus on summer training, which COTCs and escort officers must know to function effectively. While certain sections may not apply to all types of training or every situation, the Commanding Officer of the Training Contingent (COTC) responsibilities for proper administration, and the health and welfare of all NSCC personnel, as outlined herein, do apply. National Headquarters will provide copies of the "NSCC Shipboard Orientation Guide" (Appendix T) to all shipboard commanding officers prior to the training contingent reporting on board. The "Guide" will acquaint them with the NSCC and the type of training required for our cadets. As with any program, situations will arise which are
not covered in this handbook. For assistance, COTCs and escort officers may contact NHQ
