GENERAL ADMINISTRATION

Check-In/Check-Out Procedures

1. Check-in procedures vary according to attendance and type of training. Typically, the following actions will be carried by the designated officers, or if none assigned, as directed by the COTC:

    a. Administration Officer: Endorses training authorization orders with time and date of arrival, and enters cadet's name on the COTC's roster. If a cadet does not have a signed training authorization (NSCTNG 003 or NSCTNG 005), the cadet should not be allowed to participate in the training until one is issued. COTCs are authorized to issue an NSCTNG 005 providing it does not go over the authorized quota. Not having an approved training authorization means that the-cadet (or officer) is not covered by NSCC insurance for that training evolution.

    b. Personnel Officer: Verifies cadet records to ensure they contain required forms, including current enrollment and standard release form.

    c. Medical Officer: Checks medical records with particular emphasis on the Record of Medical Examination (NSCADM 020). Cadets reporting with any of the conditions listed on the reverse side of the NSCADM 020; pre-existing medical conditions (such as Asthma, etc.); or, who arrive with prescription medications (other than medication for acne), must be sent home. If in doubt, refer to Appendix S or call NHQ.

    d. Supply Officer: Collects training fees and issues receipts; sets up account at base disbursing office or bank/credit union; and arranges for the safeguarding of cadet personal funds. Also, he or she ensures that the mess/berthing bill is paid in full upon completion of training.

    e. Operations Officer: Assigns cadets to duty section on the watch, quarter, and station bill.

    f. Training Officer: Reviews cadet Advancement Records; interviews cadets to determine their training needs; assigns cadets company/work center, and collects special waivers contained in the "Welcome Aboard" packages.

    g. General Mess Officer: Assigns cadets bunks and lockers.

2. When check-in is complete, usually after supper, the COTC conducts Captain's Call in order to:

    a. Introduce the staff  and brief cadets on training objectives and schedules, and provide them with information on the area;

    b. Brief cadets on NSCC and host command rules, regulations and standards regarding grooming, uniforms, conduct, fraternization, and discipline.

    c. Conduct a tour of the command (essential for shipboard training).

3. Check-out procedures are in reverse order, except that the Supply Officer will pay rebates (if any are due), and the Personnel Officer endorses orders with the time and date of departure.

Daily Routine

1. The COTC/designated staff members should insure the following duties are carried out:

    a. Conduct a daily muster of all staff and cadet personnel.

    b. Where appropriate, such as RTCs, publish and distribute the Plan of the Day, ensuring the host command is provided with a copy;

    c. Maintain a twenty-four hour telephone watch in the administration office or other assigned NSCC spaces;

    d. Maintain a fire/security roving watch in berthing areas from Taps to Reveille each training day;

    e, Assign an officer to cadet's berthing area from Taps to Reveille;

    f. Visit classrooms and work centers daily;

    g. Discuss progress of training with instructors and supervisors and provides assistance in solving problems;

    h. Visit Host Commanding Officer, Command Master Chief and Chief's Association to seek opportunities to participate in command functions;

    i. Visit local community organizations/leaders to seek opportunities for informative tours to supplement training.

Liberty and Recreation

1. The COTC grants liberty to NSCC personnel at his or her discretion and coordinates it with the host command. Normally, liberty is restricted to within the host command. Liberty outside the host command is limited to group activities or when cadets visit with relatives, and only if the relative escorts the cadet outside the host command.

2. The General Mess Officer (GMS) arranges for base recreational activities after training hours, such as, movies, gym, pool, etc. Service clubs, or any other place where alcoholic beverages are served are "OFF LIMITS" to cadets.

3. If liberty is granted, the COTC should brief cadets on host command facilities, transportation (on base shuttle schedule, if any), and "OFF LIMITS" areas. Cadets can not go on liberty unsupervised, especially off base/ship liberty. Cadets must go on liberty with an NSCC escort officer or reliable enlisted member (petty officer rank or above). Female cadets must go on liberty with a female NSCC escort officer or reliable enlisted female member (petty officer rank or above).

4. Cadets and escort officers, when going as a group, must wear and remain in the prescribed NSCC uniform throughout their on-base liberty, except when participating in athletic events. The wearing of the NSCC uniform for off-base liberty is optional (at the discretion of the COTC), but for group off-base liberty, if one cadet wears the uniform, all must wear it (it is all or none).

5. Cadets participating in advanced training are authorized civilian clothes for off-base liberty. Cadets attending recruit training or orientation are not authorized civilian clothes.

6. The COTC may plan at least one off-base group recreational function during the training period, providing the training is over ten days. Liberty (on or off-base) for all cadets expires 15 minutes prior to Taps.

Use of Military Exchanges

1. The GMS makes arrangements with host command Exchange Officer for health, comfort, and uniform items. He or she will provide the host command with a roster or copies of NSCC identification cards. NSCC personnel are not authorized to purchase tax free tobacco, alcoholic beverages, or luxury items, such as cameras, stereo equipment, ms, etc., from the Navy Exchanges and Ships' Stores during training, unless they are military dependents or active duty personnel, and then only with proper identification. The important thing to remember about using armed forces exchange stores/facilities is to "use but don't abuse"
