NSCC OFFICER AND CADET CONDUCT

1. It is imperative that NSCC officers, midshipmen, instructors, and cadets conduct themselves in a manner not to discredit the Naval Sea Cadet Corps, the Navy League of the United States, nor our host commands. All personnel directly associated with training or escort duties must be meticulous in their personal behavior, military bearing, demeanor, appearance and overall actions to ensure the projection of a professional and positive image (in or out of uniform). Refer to Appendix F for guidance.

2. NSCC officers and instructor personnel associated with the training and administration of NSCC/NLCC cadets are directed to read and become thoroughly familiar with the following NSCC regulations, standards, and policies:

Fraternization

1. The NSCC generally follows the policy of the Navy on fraternization within the Naval Sea Cadet Corps. The policy of the Navy establishes proper junior-senior relationships and we endeavor to conform to the spirit and intent of this policy.

2. Fraternization occurs when personal relationships overstep the customary bounds of acceptable behavior between seniors and subordinates, calling into question a senior's ability to remain objective.

3. Recently, the Chief of Naval Operations has issued an instruction (See Appendix K) to strengthen the Navy's fraternization policy, and to ensure that all Navy people have a complete understanding of what constitutes fraternization. This is defined as prohibited personal/intimate relationships between officers and enlisted (cadet) personnel, between officers, and between enlisted (cadets), when prejudicial to good order and discipline or if it discredits the naval service.

Discipline

1. The COTC will brief his or her staff and cadets on established NSCC standards of conduct at the first Captain's Call. The COTC and staff members must enforce the standards of conduct throughout the training, with special emphasis on:

    a. Smoking;

    b. Drug and Alcohol consumption;

    c. Unacceptable language, gestures, and behavior:

    d. Fraternization (on or off base);

    e. Care of government property, vandalism, and theft; and,

    f. Safety concerns.

2. The COTC should designate the XOTC as Discipline Officer and promulgate procedures for Captain's Mast. The XOTC must ensure that he or she is thoroughly familiar with the guidelines contained in NSCC Regulations, Appendices A and B, and NSCC Action Letters 6-92 and 7-94, concerning motivational training, and that they are carried out should it become necessary.

3. The COTC may terminate training for any cadet or officer who is a disciplinary problem, or who conducts him or herself in a manner which might discredit the NSCC. Personnel returned home for disciplinary reasons, are responsible for paying their own transportation· In such cases, the COTC prepares a Training Authority Terminiation Report (NSCTNG 011) and forwards the original to the cadet's unit commanding officer for appropriate action and a copy to NHQ.

4. NSCC personnel must keep in mind that they are guests of the host command and although they are not subject to the Uniform Code of Military Justice (UCMJ); they are subject to host command regulations regarding conduct. In cases of alleged misconduct by NSCC personnel, the COTC will cooperate with the host command in gathering facts related to the incident and may act as investigating officer. Upon completion of an investigation, the COTC will forward a report of the incident to the NSCC Executive Director (NHQ), with a copy to the officer's/cadet's unit commanding officer.
