SECTION TWOTHE NSCC STAFF STRUCTURE1. the NSCC staff is similar to a staff at a tenant command ashore. Escorts perform administrative duties, and in certain cases instruct. Staffs vary in number from one escort aboard a small ship to about thirty at recruit training. The COTC the staff according to contingent needs, assigning o one or more billets depending on the number of escorts on board. Typical billets include: a. Commanding Officer of Training Contingent (COTC): Principal NSCC advisor to the host command. As such, he is responsible for the discipline, health, safety, and welfare of all NSCC personnel. He or she ensures that a complete training report is submitted to NHQ within 30 days upon completion of training. b. Executive Officer of Training Contingent (XOTC): Supervises the staff and assumes command in the absence of the COTC. Assists in the preparation of the Training Report. c. Operations Officer (OPS): Supervises the operations department; arranges transportation; coordinates and supervises off-station activities, graduation ceremonies, and arrival/departure of NSCC personnel. d. Training Officer (TRA): Prepares schedules and coordinates evolutions and exams; assigns cadets to companies/work centers; ensures appropriate training completion entries are made and in cadet records, prepares graduation certificates and appropriate awards. e. Administrative Officer (ADM): Supervises the administrative department; prepares correspondence; performs public affairs duties; and, publishes the Plan of the Day. f. Personnel Officer (PER): Verifies cadet records arrival to training site endorses cadet orders; ensures appropriate training completion entries are made in cadet records. g. Medical Assistant (MED): Maintains medical records, screens personnel for sick call, treats minor illnesses and injuries if qualified, and insures the proper completion of the NSCADM 022 form (Accident/Injury Report). h. Division Officer (DIV): Supervises assigned recruit companies; monitors attendance at training evolutions; acts as counselor; and, prepares initial evaluations for trainees. The DIVs report to the Training Officer. i. Supply Officer (SUP): Maintains the contingent supply system; collects funds and pays accounts (ensures mess and berthing bills are paid by end of training evolution); processes rebates; and, prepares the audit report for NHQ. j. General Mess Officer (GMS): Coordinates messing; assigns berthing; issues bedding and linen; supervises quarters maintenance (including Field Day prior to departure); and, coordinates group off-station recreational activities. Typical Large NSCC Training Site Organization 2. In general, one escort is required for every five cadets with the ratio higher at recruit training sites. Where training includes female cadets, at least one female staff officer is required, unless otherwise directed by host command or NHQ. Some training sites do not require escort officers or will provide an escort for female cadets attending the training. The training site escort requirements/quotas are posted on the training schedule which NHQ prepares and distributes to all NSCC units. 3. COTCs should assign billets early and provide detailed billet descriptions. They should also keep in mind that cadets come from many social, economic, and cultural backgrounds; therefore COTCs should determine the need for bilingual or multilingual escorts. When necessary, department heads will also assume subordinate billets. If there are less than thirty cadets participating in the training, the COTC's staff should consist of the following billets if there are sufficient escorts: a. Executive Officer b.
