CHAPTER SEVEN

NLCC RIBBON AWARDS

♦ SECTION I: General

    The basic policy/authority for the NLCC ribbon award program is provided in Chapter Four: Ribbon Awards. The ribbon awards described in this section are those awards specifically authorized for the NLCC program, and are in addition to those awards authorized in CHAPTER 4, SECTION IV.

♦ SECTION II: NLCC Ribbon Awards and Criteria
  1. NLCC Distinguished Service Ribbon: Awarded to NLCC cadets who distinguish themselves through heroic acts which contribute to the saving of human life, or to the prevention of significant damage of property; or through sustained and extraordinarily meritorious service to the NLCC in a position of great responsibility. Recommendation for the award will be submitted in letter form, over the signature of the unit Commanding Officer or COTC, to the Executive Director.

  2. NLUS Youth Ribbon : The NLUS Youth Ribbon Award with a gold boot appurtenance affixed is awarded to the unit NLCC Cadet of the Year and may be presented annually to the outstanding NLCC Cadet, as nominated by the unit Commanding Officer to their NLUS sponsor. As with the NSCC award, the nomination is based on quality of participation in Training Ship activities, personal characteristics, and scholastic achievements, as well as other attributes. The award is normally made at the end of the school year for calendar year achievements. See Chapter 4, Section III, 7-Notes.

  3. NLCC Merit Ribbon : Awarded to NLCC cadets who, in the opinion of the unit Commanding Officer, distinguishes himself/herself by a commendable action, service, or meets the following requirements:

    1. Excels in the normal path of advancement.
    2. Performs normal training requirements in an outstanding manner.
    3. Is smart and neat in appearance.
    4. Wears the uniform with pride.
    5. Always acts in keeping with the highest traditions of the NLCC.

    Note: May be awarded to Company Honor Cadets of NLCC Orientation programs.

  4. NLCC Year Ribbon : Awarded to NLCC cadets after 90 days, but less than one year of service. (For subsequent years, see CHAPTER 7, SECTION IV Appurtenances.) (See Action Letter 01-07, Paragraph 1, Subparagraph f)

    NLCC Year Ribbons
    - Awarded to an NLCC cadet to reflect the number of years of service in NLCC. There are five (5) ribbon awards which are awarded to cadets as follows Approval authority is unit CO.

    1st Year Ribbon
    - After 90 days, but less than one year
    2nd Year Ribbon - After one year, but less than two years
    3rd Year Ribbon - After two years, but less than three years
    4th Year Ribbon - After three years
    5th Year Ribbon - After four years
♦ SECTION III: Approval of Awards
  1. Only the National Chairman or Executive Director shall approve recommendations made via the Chain of Command for the award of the Honor Ribbon or the NLCC Distinguished Service Ribbon The appropriate NHQ Representative is approval authority for the NLCC Merit Ribbon. (See Action Letter 03-06)

  2. The unit Commanding Officer is the approving authority for the NLCC Year Ribbon.
♦ SECTION IV: Appurtenances (See Action Letter 01-07, Paragraph 1, Subparagraph f)

    Authorized NLCC ribbon award appurtenances follow:

    1. Gold Boot: Awarded to the NLCC cadet who is the recipient of the NLUS Youth Award as the unit "NLCC Cadet of the Year" and is affixed to the NLUS Youth Ribbon. Both the ribbon and the gold boot transfer to the NSCC.
    2. Bronze Boot: Awarded to NLCC cadets who successfully complete a NLCC recruit training indoctrination program of not less than five (5) days, which has been approved by National Headquarters. Worn on the NLCC Year Ribbon during NLCC Service, and worn on the NSCC/NLCC Service Ribbon upon transfer to NSCC.
    3. "2": Awarded to NLCC cadets upon completion of one year, but less than two years of service in NLCC.
    4. "3": Awarded to NLCC cadets upon completion of two years, but less than three years of service in NLCC.
    5. "4": Awarded to NLCC cadets upon completion of three years, but less than four years of service in NLCC.
♦ SECTION V: Transfer to NSCC
  1. NLCC cadets who transfer to NSCC may transfer all NLCC ribbons earned, except for year ribbons.

  2. All NSCC ribbons earned while serving as a NLCC cadet may be worn on the NSCC uniform. Please note the NLUS Youth Award guidelines.

  3. The NLCC Cadet may transfer only three (3) appurtenance of their choice earned while a cadet, to be worn on the NSCC/NLCC Service Ribbon, if eligible, see Chapter 4, Sec. IV.
