NSCC/NLCC ACTION LETTER 05-09

Subj: Change #4 to the NSCC/NLCC Administration Manual
Change #3 to the Advancement and Training Manual
Change #1 to the NLCC Regulations

Ref:

(a) NSCC Medical Policies and Procedures Manual

Purpose: To affect changes to the Administration Manual and the Advancement and Training Manual and the NLCC Regulations.

Background:Implementation of reference (a) necessitates changes to the Administration Manual and the Advancement and Training Manual and the NLCC Regulations.

Action (Admin Manual)

  1. Chapter One, paragraph B3.  Change to read: Applicants must take a physical examination similar to a high school sports examination.  Medical form NSCADM 020 and NSCADM 021 will be used to record the results.  Refer to NSCC Medical Policies and Procedures Manual.

  2. Chapter One, paragraph C1h.  Change to read: The medical and physical fitness requirements.  Refer to NSCC Medical Policies and Procedures Manual.

  3. Chapter One, paragraph D1b.  Change to read: Medical Forms NSCADM 020 and 021.  Refer to NSCC Medical Policies and Procedures Manual.

  4. Chapter Two, paragraph B5.  Add sentence: See NSCC Medical Policies and Procedures Manual for guidelines.

  5. Chapter Two, paragraph D1b.  Add sentence: See NSCC Medical Policies and Procedures Manual for guidelines.

  6. Chapter Two, paragraph I3e.  Change sentence to read: See NSCC Regulations, paragraph 7110.2 and 7110.3.

  7. Table of Contents: Add REFERENCES: NSCC Medical Policies and Procedures Manual.

  8. NSCADM 003 Adult Leader Application.  Block 8g will be changed to read: Have you ever been charged OR convicted of a criminal offense?  As a result the Form Revision number will be 12/09.  Destroy “ALL” previous versions of this form.

  9. NSCADM 001 Cadet Application.  Block 1p will be changed to read: Has the applicant ever been charged OR convicted of a criminal offense?  As a result the Form Revision number will be 12/09.  Destroy “ALL” previous versions of this form.

  10. NSCADM 001 Cadet Application. Block 8, 4th sentence. Change to read: I certify that, to the best of my knowledge, he/she is physically and mentally fit to take part in vigorous activities or if not, I have disclosed all physical/medical/disability limitations and he/she is not suffering from any communicable disease.

  11. NSCADM 001 Cadet Application.  Block 9, 3rd paragraph, 1st sentence.  Change to read: I consent to the examination of my son/daughter/ward by the medical facilities of the Department of Defense (DOD), U.S. Coast Guard (USCG), national Oceanographic and Atmospheric Administration (NOAA), U.S. Public Health Service (USPHS), or civilian physicians/medical facilities to determine physical status for participation in the NSCC/NLCC.

Action (Advancement & Training Manual):

  1. Chapter Four, paragraph B1.  Add paragraph f.  Those cadets requiring a medical accommodation refer to NSCC Medical Policies and Procedures Manual.

  2. Chapter Four, paragraph B2.  Add paragraph f.  Those cadets requiring a medical accommodation refer to NSCC Medical Policies and Procedures Manual.

  3. Chapter Four, paragraph G2.  Delete sentence: Ensure that the NSCC/NLCC Policy Regarding Prescription Medication is FULLY UNDERSTOOD.  Add Sentence(s): Waivers for cadets with disabilities are authorized.  Refer to NSCC Medical Policies and Procedures Manual.

  4. Chapter Four, paragraph G3.  Add sentence(s): Waivers for cadets with disabilities are authorized.  Refer to the NSCC Medical Policies and Procedures Manual.

  5. Chapter Four, paragraph H2b. Delete sentence: The cadet MUST BE FREE OF ALL PRESCRIPTION MEDICATIONS.  Add sentence(s):  Waivers for cadets with disabilities are authorized.  Refer to NSCC Medical Policies and Procedures Manual.

  6. Chapter Four, paragraph H2c.  Add sentence(s): Waivers for cadets with disabilities are authorized.  Refer to NSCC Medical policies and Procedures Manual.

  7. Chapter Four, paragraph J1b.  Add sentence: Refer to NSCC Medical Policies and Procedures Manual.

  8. Chapter Four, paragraph J2b.  Add sentence: Refer to NSCC Medical Policies and Procedures Manual.

  9. APPENDIX (3).  Add paragraph. NOTE: Waivers for cadets with disabilities are authorized.  Refer to NSCC Medical Policies and Procedures Manual.

Action (NLCC Regulations):

  1. Chapter Three, paragraph 0311.1 – Age:  Change to read: Navy League Cadets should be United States citizens.  Waivers will be considered.

  2. Chapter Three, paragraph 0312.1 – Health.  Change to read: Cadet applicants must complete the medical forms NSCADM 020, Record of Medical History and NSCADM 021, Record of Medical Examination.  Waivers for cadets with disabilities are authorized.  Refer to NSCC Medical Policies and Procedures Manual.

Cancellation: This letter is cancelled upon completion of the action and for record purposes 31 December 2010.
