1. BACKGROUND. IAW ref (a), ref (b) was convened at the Fleet Antisubmarine Warfare Training Center (ASW Base Point Loma), San Diego, Ca. NSCC Action Letter 01-07 dated 26 November 2007, ref (c), promulgated NSCC policy and/or program changes resulting from that conference. The following policy change was included in ref (c) under subparagraph 1e:

 

“e. Effective 1 January 2008, completion of NSCC’s new PQS for E2 will be required for promotion to E2. The new E-2 PQS, along with a manual for its’ administration will be posted to COMPASS and available to all hands. This PQS is modeled after the Navy and Coast Guards’ PQS and will assure that all NSCC E2 and above personnel share the same knowledge base.”

 

2. DISCUSSION. Following the fall 2007 Regional Directors conference, feedback from several units resulted in a closer review of the new E-2 PQS requirement during the Spring 2008 National NHQ Representatives Conference of March 2008. At that Representatives Conference is was further decided that feedback was significant enough to warrant canvassing all Regional Directors for their opinions of how it was being received in the field, and for any recommendations for change. It was determined:

  • The E-2 PQS is an excellent program and a great aid to units needing help in putting together their training. It adds structure for those units needing structure, and is also potentially a great guide for RT COTC’s to use in covering basics that should be covered at RT.
  • The E-2 PQS program should be retained for use by those who wish to use it.
  • But because it is administratively burdensome, and can potentially delay advancements,
  • And because much of the training material is also covered via the RT curriculum and via completion of the BMR,
  • The dominating recommendation back to NSCC NHQ was to keep the program but suspend the requirement that it be completed for E-2 advancement. With this recommendation , NHQ Representatives and Regional Directors anticipate avoiding potential delays in cadet advancement, relief of additional administrative burden on units where it is so deemed to be, and allowing plenty of time for cadets and units to do the summer and local training they hope to complete.


3. ACTION. Delete paragraph 1 e. from ref (c). All hands are advised that the requirement to complete the new E-2 PQS for promotion to E-2 is deleted. The E-2 PQS will remain as written and posted to COMPASS and its’ continued use is encouraged by those who wish to use it as it remains an excellent aid to NSCC Unit training and NSCC Recruit Training.
