NSCC ACTION LETTER 03-06
1. Purpose. To announce the new Joint Special Operations Command Badge. Update sections within the manual.
2. Discussion. Unit Commanding Officers are to ensure below information is incorporated in the manual.
3. Action. Chapter Five, add Section VII: Joint Special Operations Command Badge (JSOC).
The NSCC has approved a badge to be awarded to cadets who successfully complete the approved NSCC JSOC course. The following procedures are applicable:
- Only cadets successfully completing the course are authorized to receive the JSOC Badge. Staff cadets, officers, instructors and Midshipmen assisting in and instructing the course are not eligible for the JSOC Badge.
- Cadets not attending/completing this course are not authorized to wear the JSOC Badge.
- The COTC of the course will be responsible for maintaining the approved course which will qualify the cadet for this badge.
- The COTC is the awarding authority for the JSOC Badge.
- The JSOC Badge is the sole property of the JSCO Community. Copies, reproductions, variations are not authorized. Replacement badges that are lost, stolen, or misplaced shall be requested through NHQ. NSCC Ship’s Store is “not” the vendor for this badge.
4. Action. Chapter Three, add Section XIII: Certificates
- The following certificates are awarded as a result of the units Annual Inspection.
- Certificate of Honor (NSCC): Awarded to units attaining an inspection score of 3.50 or higher, meeting minimum manning (25 Sea Cadets), and submitting the Budget/Audit Report.
- Certificate of Merit (NSCC): Awarded to units attaining an inspection score between 3.00 and 3.49, meeting minimum manning (25 Sea Cadet), and submitting the Budget/Audit Report.
- Certificate of Commendation (NSCC): Awarded to units attaining an inspection score between 2.50 and 2.99, meeting minimum manning (25 Sea Cadets), and submitting the Budget/Audit Report.
- Certificate of Honor (NLCC): Awarded to NLCC Training Ships attaining an inspection score of 3.75 or higher, meeting minimum manning (15 League Cadets), and submitting the Budget/Audit Report.
- Certificate of Merit (NLCC): Awarded to NLCC Training Ships attaining an inspection score between 3.25 and 3.749, meeting minimum manning (15 League Cadets), and submitting the Budget/Audit Report.
- Certificate of Commendation (NLCC): Award to NLCC Training Ships attaining an inspection score between 2.50 and 3.249, meeting minimum manning (15 League Cadets), and submitting the Budget/Audit Report.
- Action. Chapter 4, Section X, Appurtenances, paragraph 1, l - Compass Rose: Change to read: Awarded to officers and cadets who attend a locally arranged non-ISCA sponsored International Exchange.
- Action. Chapter 7, Section III: Approval of Awards, paragraph 1. Remove the sentence, “The appropriate NHQ Representative is approval authority for the NLCC Merit Ribbon”.
- Action. Chapter 3. Remove SECTION II: Commodore Thomas J. Lupo Foundation Award. The award has been cancelled. NOTE: Renumber subsequent sections accordingly.
5. Cancellation. This letter is considered cancelled upon inclusion of the above in the manual.
