NSCC ACTION LETTER 03-05

1. Purpose. To announce change to reference (a).

2. Background. Reference (a) provides guidance concerning requirements for awarding of the NSCC/NLCC Recruiting Ribbon.

3. Discussion. During the annual NHQ Representatives meeting held in Washington , DC (reference (b) refers), the requirement for earning a ribbon for recruiting was discussed. It was determined that awarding of the Citation Ribbon previously authorized for recruiting had served its purpose. Further, it was agreed to award the Recruiting Ribbon to any NSCC/NLCC member for each individual (cadet/adult) signed up for membership n the NSCC/NLCC and who remains in the unit for a period of three months or more. The awarding of the Recruiting Ribbon for a single individual signed up, is a change to the current Awards Manual.

4. Action. (1) Unit commanding officers are authorized to award the Recruiting Ribbon to any individual for recruiting any new member into the NSCC/NLCC, who remain in unit for three months or more. Change paragraph 16 to read:

‘Recruiting Incentive Ribbon. Awarded to any NSCC/NLCC member who recruits any new individual into the program and who remains in the unit for three months or more.’

Delete paragraph 16.a, 16.b, and note (1). Re-label Note (2) to (1)

4. Cancellation. This action letter is cancelled when above changes are made to the Awards Manual.
