NSCC ACTION LETTER 09-04

1. Purpose. To provide updates to sections of the NSCC/NLCC Awards Manual dated September 2004 where there is conflict concerning approval authority.

2. Discussion. Unit Commanding Officers are to ensure these items are annotated. The manual on-line will also reflect these changes.

3. Action.

1. Community Service Ribbon: Appendix II, Award Quick Reference Chart. Change Approver to Unit CO.
2. Drug Reduction Service Ribbon: Paragraph 14, Change Approval Authority to Unit CO.
3. Academic Achievement Ribbon: Appendix II, Award Quick Reference Chart. Change Approver to Unit CO.
4. Physical Fitness Ribbon: Appendix II, Award Quick Reference Chart. Change Approver to Unit CO.
5. Gold Frame: Section X: Appurtenances, paragraph (q), ADD: Upon successful completion of Honor Guard Training frame will be worn on Color Guard Ribbon.
6. ONR Science Achievement Ribbon: Chapter Four, paragraph 15(d). Change last sentence to read: The ONR Science Achievement Ribbons shall follow the Drug Reduction Ribbon.
7. Appendix I, ONR Science Achievement Award Validation: Paragraph 2. Change last sentence to read: The ONR Science Achievement Ribbon shall follow the Drug Reduction Ribbon.
8. Appendix I, ONR Science Achievement Award Validation Form: Page 27. Replace with NSCADM 039.
9. Chapter 7, Section III: Approval of Awards: Paragraph (2), Change to read: The unit Commanding Officer is the approving authority for the NLCC Year Ribbon.
10. NSCC 25th Anniversary Ribbon: The following sentence should be changed to read: The ribbon will take precedence after the International Naval Review Ribbon.

4. Cancellation. This letter will remain effective until changes are incorporated in to unit NSCC/NLCC Awards Manual.
