1.  Purpose. To forward Change #1 to the NSCC By Laws approved by Board of Directors..

2.  Background/Discussion. The NSCC Board of Directors desired to formally recognize a member's lengthy and outstanding service over the years but at the same time, the Board desired to attract new members to the Board for an infusion of new ideas and vision. In order to accomplish both objectives, a proposed amendment to the NSCC By Laws was needed. Enclosure (1) was approved by the Board on 29 June 2002 for incorporation into the NSCC By Laws.

3. Action. Insert enclosure (1) as section 409, Article IV to the NSCC By Laws. Mark Change #1 thereto.

4. Cancellation. This letter is cancelled upon permanent incorporation of enclosure (1) into the NSCC By Laws.
