1. Purpose: To advise the NSCC organization of a change in appointment procedures for NSCC officers/midshipmen. 2. Background: Reference (a) presently states that all newly appointed officers in the NSCC will be appointed in a temporary status. The purpose of this appointment to temporary status was to fully evaluate the individual before offering the individual a permanent status. It was felt that should an officer be unsuitable for service in the NSCC, his appointment could be terminated more readily as a "temporary" officer. 3. Discussion: At the 2000 Regional Directors' Conference it was determined that all adults should be enrolled as an instructor for one year before appointment to officer status. This was to evaluate the officers potential to serve in the NSCC and to fully acquaint the adult to the procedures of the NSCC. Since the vast majority of all adults serve one year in an instructor status before appointment to officer status, continuation of the officer "temporary" status is redundant. Accordingly, it has been determined to hold officer "temporary" appointments in abeyance. Officers unsuited for service in the NSCC may still be recommended for termination to NHQ. Officers so recommended, shall be given the opportunity to make a statement on their behalf. This statement should be included with the recommendation for termination to NHQ. 4. Action: Effective immediately, all officer appointments (new and promotion) will be to a permanent status. This action will also result in a reduction of paperwork at the unit and national level. 5. Cancellation: This letter will be cancelled when action cited is incorporated into the NSCC Regulations and other appropriate manuals.
