1. Purpose: The purpose of the Action Letter is to annouce a change in the referenced By Laws.


2. Background: An important change to NSCC By Laws was approved by the NSCC National Board of Directors at the June 2000 national convention in Philidelphia, PA.

3. Discussion: The amendment to Article XV - Regional Director of the Navaal Sea Cadet Corps clarifies the field "chain of command". The Amendment to section 1505(b) stregthens the chain of command by including the Field Representatives, thus relieving the Executive Director of being involved with items that should more properly be addressed at the local or regional level.

3. Action: The By Law in Section 1505(b) of Article XV Amendment now reads: The Regional Director reports to the Executive Director via the designated Headquarters Representative, but, when appropriate, has direct access to the National Chairman. (Underlining indicates changes to the previous wording.) The change is effective upon receipt of this Action Letter.
