Subj: OpSail 2000 Ribbon Award

1. The National Chairman Bruce B. Smith has authorized the re-issue of the International Naval Review (INR) Ribbon award for those officers, midshipmen, instructors, and NSCC/NLCC Cadets who participated in the OpSail 2000 Celebration during the period 25 May - 31 July 2000.

The INR Ribbon will now be the INR/OpSail 2000 Ribbon. The ribbon is red, white, and blue; the colors divided vertically across and will be worn with the blue side inboard. For NLCC cadets, the ribbons takes precedence immediately after the NSCC/NLCC Marksmanship Ribbon.

For NSCC officers, midshipman, instructors, and NSCC Cadets the ribbon takes precedence immediately after the NSCC/NLCC Service Ribbon (if earned). Eligibility to wear the ribbon is to be noted in the individual's service record. All those who previously earned the INR ribbon may affix a large (5/16") Silver Star to the Ribbon.

2. Officers, Instructors, and Midshipmen participating in the OpSail 2000 as escort officers, and who are authorized to wear the ribbon, may also wear the NSCC Escort Officer Ribbon.

3. The INR/OpSail2000 Ribbon is available from Dondero after approval of letter of request from NSCC NHQ.

4. Cancellation. This letter is cancelled when incorporated into NSCC Awards Manual.
