 8 July 1999 NSCC ACTION LETTER 6-99
1. Purpose. To announce the
cancellation of marksmanship training for NLCC cadets. 2. Background/Discussion. Recent national
news events concerning use of weapons by high school students resulting in the death and
destruction of fellow students necessitated a review of NSCC/NLCC marksmanship policy. By
reference (a) the National Chairman expressed concern for marksmanship training in the
NLCC because of the age of the cadets. News media attention to marksmanship training in
this group of cadets could cause the NSCC/NLCC Program extremely poor publicity and
irreparable harm. 3. Action. The National Chairman has
cancelled authorization for NLCC cadets to receive marksmanship until further
notice. The provision in reference (b) for awarding the Marksmanship Ribbon to NLCC cadets
is held in abeyance until further notice. 4. Cancellation. This notice is effective until cancelled or incorporated into existing directives and regulations.
